Job Description:\nParsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team supporting a Department of War customer in successfully delivering a significant construction program in the National Capital Region (Washington, DC).\nIn our anticipated role, Parsons will provide Owner’s Agent Construction Management Services (CMa), including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.\nThe Construction Manager provides on-site construction management, technical oversight, and coordination of federal construction, renovation, and infrastructure improvement projects. Serving as part of the Government's Owner's Representative team, this position monitors contractor performance, construction progress, quality, safety, schedule, and contract compliance to support successful project delivery. Working closely with Government stakeholders, project managers, engineers, and construction contractors, the Construction Manager identifies construction challenges, recommends corrective actions, and supports the timely and cost-effective execution of assigned projects.\nWhat You'll Be Doing:\nProvide day-to-day construction management and field oversight for assigned federal construction, renovation, and infrastructure improvement projects. \nMonitor contractor performance, construction activities, schedules, quality, safety, and compliance with approved plans, specifications, and contract requirements. \nCoordinate with Government representatives, project managers, engineers, quality assurance personnel, and construction contractors to facilitate project execution. \nConduct site visits, construction progress reviews, and field assessments to identify potential issues, risks, and corrective actions. \nReview construction schedules, daily reports, Requests for Information (RFIs), submittals, and other project documentation to monitor progress and identify potential impacts. \nSupport the evaluation of contract modifications, change orders, and Requests for Equitable Adjustment (REAs), including associated cost and schedule impacts. \nAssist in developing scopes of work, technical assessments, and recommendations to support Government contract administration and decision-making. \nMonitor construction progress, work-in-place, project milestones, and key performance indicators; prepare accurate status reports and briefings. \nCoordinate construction activities to minimize disruptions to ongoing facility operations and ensure compliance with applicable safety and security requirements. \nSupport inspections, testing, commissioning, punch-list resolution, and project closeout activities. \nIdentify construction deficiencies, schedule delays, and potential cost overruns; recommend mitigation strategies and corrective actions. \nPromote consistent application of construction management processes, quality standards, and safety practices across assigned projects. \nWhat Required Skills You'll Bring:\nBachelor's degree in Engineering, Architecture, Construction Management, or a related field. The degree requirement may be waived for candidates possessing at least 8+ years of related experience. \nMinimum of 5 years of professional related experience in construction management, construction oversight, or engineering and construction project delivery. \nMust possess at least one of the following: \nCertified Construction Manager (CCM) \n\nProject Management Professional (PMP) \n\nPMI Construction Professional (PMI-CP) \n\nProfessional Engineer (PE) \n\nRegistered Architect (RA) \n\nMinimum of 10 years of construction management experience \n\nDemonstrated experience overseeing construction activities, contractor performance, quality assurance, safety, and schedule compliance. \nStrong knowledge of construction means and methods, contract administration, construction drawings, specifications, and applicable building codes. \nExperience reviewing contractor schedules, RFIs, submittals, contract modifications, and construction progress documentation. \nFamiliarity with Primavera P6, construction estimating software, and project management information systems. \nStrong analytical, organizational, problem-solving, communication, and technical writing skills. \nAbility to coordinate effectively with Government stakeholders, contractors, and multidisciplinary construction management teams. \nKnowledge of construction safety requirements, including EM 385-1-1 and OSHA standards. \nMust be a U.S. citizen and able to satisfy applicable federal background investigation requirements. \n What Desired Skills You'll Bring:\nExperience supporting Naval Facilities Engineering Systems Command (NAVFAC), U.S. Army Corps of Engineers (USACE), or similar federal construction and facilities programs. \nProfessional Engineer (PE), Registered Architect (RA), or Project Management Professional (PMP) certification. \nUSACE/NAVFAC Construction Quality Management (CQM) certification. \nExperience supporting Military Construction (MILCON), large-scale federal construction, renovation, or infrastructure modernization programs. \nFamiliarity with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Unified Facilities Criteria (UFC), and applicable federal construction standards. \nExperience with Design-Build, Design-Bid-Build, and other federal construction delivery methods. \nExperience managing construction activities within secure, occupied, or mission-critical Government installations. \nFamiliarity with Primavera P6, Microsoft Project, USACE RMS, NAVFAC eCMS, Kahua, Procore, or comparable construction management systems. \nExperience supporting construction claims evaluations, change management, and contract negotiations. \nOSHA 30-Hour Construction Safety certification or equivalent construction safety training. \nExperience working within multidisciplinary Owner's Representative or Construction Management Agent (CMa) teams. \n Security Clearance Requirement:\nNoneThis position is part of our Federal Solutions team.The Federal Solutions segment delivers resources to our US government customers that ensure the success of missions around the globe.
