Unleash your talent and redefine what’s possible.Job Description:\nParsons is seeking a Technical Director with deep expertise in the tolling, vehicle, or traffic technology environment to lead all aspects of IT delivery for the multiple governmental Safety and Emissions Programs. This senior leadership role will be responsible for overseeing development, production support, maintenance, modernization, innovation, and cloud transformation across a complex, high-availability technology ecosystem.\nThe ideal candidate brings a strong blend of technical depth, delivery leadership, and operational excellence, with experience leading multi-disciplinary teams of approximately 40 professionals across software engineering, support, infrastructure, database, and application operations. This role requires a leader who can align technology strategy with program outcomes, drive modernization initiatives, and ensure reliable, secure, and scalable service delivery.\nKey Responsibilities\nLeadership & Delivery\nLead and manage all aspects of IT delivery, including:Application development\nProduction support\nApplication maintenance\nIncident and problem management\nRelease management\nContinuous improvement\n\nProvide leadership to a team of 40+ technical professionals, including software developers, architects, database specialists, support personnel, and technical leads.\nEstablish clear goals, performance expectations, delivery standards, and accountability across the team.\nPartner with program leadership, business stakeholders, and client representatives to ensure alignment between technical execution and operational objectives.\nDrive a culture of collaboration, technical excellence, innovation, and service reliability.\nTechnical Strategy & Architecture\nDefine and execute the technology roadmap for a complex vehicle/tolling/traffic/regulatory program environment.\nLead modernization efforts for legacy and existing systems, including migration to scalable, cloud-enabled architectures.\nEnsure solutions are designed for performance, resilience, maintainability, security, and scalability.\nProvide oversight on architecture and full-stack development practices across web, middleware, database, and cloud environments.\nChampion adoption of emerging technologies and innovative delivery approaches, including AI-enabled capabilities, automation, and advanced analytics where appropriate.\nApplication Development & Support\nOversee end-to-end software delivery across the full application lifecycle, from requirements and design through development, testing, deployment, support, and enhancement.\nEnsure stable and effective support models are in place for business-critical applications and services.\nLead issue resolution for major incidents and critical production challenges.\nMaintain high service levels and operational continuity in a mission-critical public-sector technology environment.\nCloud, Modernization & Innovation\nLead cloud strategy and implementation efforts, with a strong focus on AWS and Azure.\nDrive transformation initiatives involving:Application modernization\nCloud migration\nDevOps enablement\nAutomation\nPerformance optimization\n\nPromote innovative thinking across the team while balancing operational stability, compliance, and delivery commitments.\nEnsure the organization remains current with best practices in cloud, full-stack engineering, AI literacy, and digital transformation.\nGovernance, Quality & Compliance\nEstablish delivery governance, technical standards, and quality controls across all workstreams.\nEnsure compliance with security, privacy, regulatory, and operational requirements relevant to the Ontario Safety and Emissions Program.\nOversee risk management, change management, and release governance for all technical services.\nProvide regular reporting on delivery performance, operational health, risks, and roadmap progress.\nExperience\nBachelor's Degree or equivalent work experience\n10+ years experience within a technical field or related industry\n2+ years experience in a team leader/managerial role\nStrong experience in tolling, vehicle, traffic, transportation systems, or related technical environments\nHands-on and strategic experience with AWS and Azure and broader cloud transformation initiatives\nStrong understanding of full-stack application development, including frontend, backend, APIs, and database layers\nExperience with React and modern web application frameworks\nStrong experience with .NET and Java -based enterprise systems\nDeep knowledge of database technologies, including Oracle, data modeling, performance tuning, and application integration\nPreferred Qualifications\nExperience delivering technology programs in the public sector, transportation, mobility, tolling, or highly regulated environments.\nFamiliarity with high-volume transaction systems, customer-facing digital platforms, and operational service environments.\nExperience with Agile, DevOps, CI/CD, and modern software engineering practices.\nKnowledge of application monitoring, observability, cybersecurity practices, and service management frameworks.\nExperience supporting large-scale modernization of legacy systems into cloud-based or hybrid
