Unleash your talent and redefine what’s possible.Job Description:\nParsons is looking for an amazingly talented Lead Materials Engineer to join our team.\nWhat You’ll Be Doing\nMaterials Selection and Specification\nReview and approve Specifications and materials proposed for Rail/Railway infrastructure, including stations, tunnels, viaducts, depots, trackwork, roads, utilities, and associated facilities.\nEvaluate concrete, cement, aggregates, reinforcement, structural steel, asphalt, earthworks materials, waterproofing systems, grouts, coatings, sealants, geosynthetics, and other construction products.\nEnsure materials comply with project specifications, approved designs, applicable international standards, and Saudi regulatory requirements.\nReview and assess proposed material substitutions, alternative products, and innovative or sustainable materials.\nAdvise design, construction, procurement, and quality teams on material suitability, durability, availability, and lifecycle performance.\nQuality Control and Testing\nReview and approve contractor material submittals, quality plans, inspection and test plans, and testing procedures.\nOversee laboratory and field testing for concrete, soils, aggregates, asphalt, steel, waterproofing, grouts, coatings, and other construction materials.\nReview concrete mix designs, trial mixes, test results, material certificates, and laboratory reports.\nVerify that testing laboratories, equipment, sampling procedures, and test methods meet project requirements.\nInvestigate material defects, failures, and nonconforming work, including concrete cracking, low strength, surface defects, settlement, poor compaction, waterproofing failures, and pavement deterioration.\nCompliance and Standards\nEnsure materials and construction processes comply with project specifications, relevant international standards, and applicable local regulations.\nReview the impact of new or revised standards on material selection, testing, and construction practices.\nEnsure materials used in safety-critical and operational areas meet required certification and approval requirements.\nSupport technical submissions, regulatory reviews, client approvals, and responses to material-related comments.\nSupplier and Contractor Management\nReview and assess suppliers, manufacturers, material sources, quarries, concrete plants, asphalt plants, precast facilities, and testing laboratories.\nReview requests for information, technical queries, deviations, concessions, and material changes.\nSustainability and Durability\nReview material durability requirements related to heat, corrosion, chemical exposure, water ingress, thermal movement, fire performance, and long-term service life.\nCollaboration and Reporting\nProvide technical support to project managers, engineers, construction teams, quality personnel,.\nParticipate in design reviews, construction meetings, inspections, audits, technical workshops, and defect investigations.\nMaintain material registers, approved-material lists, testing records, supplier records, inspection reports, and nonconformance documentation.\nPrepare technical reports, material evaluations, audit reports, investigation reports, and compliance summaries.\nMentor materials engineers, inspectors, laboratory technicians, and junior staff.\nSupport material closeout, handover documentation, warranties, and operation and maintenance records.\nWhat Required Skills You’ll Bring\nMinimum 10 years of experience in design, selection, maintenance,\ntesting, and troubleshooting of construction materials.\nBachelor’s degree in Civil Engineering, Construction Engineering, or a related field.\nExperience working on major civil, infrastructure, or heavy construction projects.\nStrong knowledge of construction materials, material testing methodologies, and quality assurance processes.\nGood understanding of international standards and specifications related to material engineering.\nExperience reviewing concrete mix designs, earthworks materials, construction products, and material compliance requirements.\nStrong analytical, problem-solving, and technical evaluation skills.\nExcellent written and verbal communication skills in English.\nSkills and Knowledge\nStrong knowledge of concrete technology, earthworks, aggregates, asphalt, steel, precast materials, waterproofing, grouts, coatings, sealants, and geosynthetics.\nFamiliarity with rail and metro materials, including track slabs, rail-support systems, vibration-isolation products, and electrical isolation requirements.\nIn-depth knowledge of material testing methods, laboratory practices, sampling, calibration, and acceptance criteria.\nUnderstanding of durability, sustainability, corrosion protection, service-life planning, and lifecycle cost considerations.\nExcellent written and verbal communication skills in English.\nProficiency in Microsoft Office and
