Job Description:\nParsons is looking for an exceptionally talented Lead QA Engineer to join our site-based Construction Supervision team on a major landmark development project in Riyadh.\nThe project comprises the design, enabling, and main works for a large-scale destination development featuring several iconic assets, hospitality facilities, and supporting infrastructure. Delivered under a client governance framework with stringent programme, quality, safety, and sustainability requirements, the Construction Supervision Consultant (CSC) is responsible for providing independent, end-to-end supervision and management, ensuring that all works are completed, integrated, tested, commissioned, and handed over to support both successful operations and long-term legacy objectives.\nWhat You'll Be Doing:\nProvide Quality Systems support using the Parsons Quality Management System as the basis for process development, optimization, procedure development, data collection, reporting, and quality training.\nSupport client pre-bid, bid, contract planning, and project mobilization activities, as directed.\nEstablish project and programme Quality Management Systems, including quality plans, manuals, procedures, inspection frameworks, and audit schedules.\nPlan and conduct independent audits across project functions and ensure compliance with approved QA/QC programmes.\nReview project documents, witness audited activities, prepare audit checklists, and issue formal audit reports.\nAnalyse audit findings to assess overall programme quality performance and identify recurring issues, trends, and opportunities for improvement.\nPromote and maintain a consistent Corrective Action/Preventive Action, Non-Conformance Report, and quality-observation tracking system.\nMonitor the timely closeout and effectiveness verification of corrective and preventive actions.\nEnsure compliance with Parsons’ quality requirements, client standards, contract requirements, and approved project procedures.\nPrepare, review, update, and maintain project and programme Quality Manuals, Quality Plans, procedures, forms, and other quality-system documentation.\nReview and approve quality-related documents prepared by internal teams, contractors, consultants, and other external organizations.\nProvide quality support to project and construction management, including interfaces between engineering, procurement, construction, testing, commissioning, and handover activities.\nPerform statistical process control and evaluate quality performance data to identify trends, risks, and areas requiring management attention.\nPrepare quality performance reports, dashboards, metrics, and management summaries.\nSupport quality-management reviews, lessons-learned workshops, and continual-improvement initiatives.\nProvide technical guidance, coaching, and mentoring to lower-level Quality Engineers and Quality personnel.\nCoordinate with construction supervision, engineering, testing and commissioning, document control, and client representatives to ensure effective quality-system implementation.\nPerform other responsibilities associated with the position as appropriate.\nWhat Required Skills You'll Bring:\nBachelor’s degree in Engineering, Construction Management, Quality Management, or a related discipline.\nMinimum of 15years of relevant experience in quality assurance, quality management systems, construction supervision, or major infrastructure and building projects.\nExperience working on large-scale, complex, multidisciplinary construction or destination-development projects.\n\nWhat Desired Skills You'll Bring:\nProfessional certification such as ISO 9001 Lead Auditor, CQI/IRCA, ASQ, or equivalent.\nMembership of a recognized engineering or quality professional body.\nExperience with major programmes in Saudi Arabia or the wider Middle East.\nExperience supporting testing, commissioning, integrated systems, and project handover.\nKnowledge of statistical process control and quality-performance analytics.\nPrevious experience working for a construction supervision consultant, programme management consultant, or client representative.\nParsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.\nWe truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
