Job Description:\nParsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team supporting a Department of War customer in successfully delivering a significant construction program in the National Capital Region (Washington, DC).\nIn our anticipated role, Parsons will provide Owner’s Agent Construction Management Services (CMa), including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.\nThe Planner supports the Government in planning, developing, and coordinating construction, renovation, and infrastructure improvement projects. This role focuses on facility master planning, project requirements development, capital improvement programming, and feasibility assessments to ensure projects align with mission objectives, operational needs, and funding priorities. Working closely with Government stakeholders and multidisciplinary construction management teams, the Planner helps establish project priorities, evaluate alternatives, and develop effective strategies for successful project delivery.\nWhat You'll Be Doing:\nSupport the planning, development, and coordination of construction, renovation, and infrastructure improvement projects across federal facilities. \nAssist in developing project requirements, preliminary scopes of work, feasibility studies, and facility master plans. \nEvaluate facility conditions, operational requirements, and infrastructure needs to support project prioritization and capital improvement planning. \nCoordinate with Government stakeholders, project managers, engineers, architects, and construction management teams to establish project objectives and implementation strategies. \nSupport project programming, preliminary cost and schedule development, and evaluation of project alternatives. \nPrepare planning reports, technical assessments, and recommendations to support Government decision-making. \nIdentify planning constraints, project dependencies, and potential impacts on facility operations. \nWhat Required Skills You'll Bring:\nBachelor's degree in Community Planning, Urban Planning, Urban Affairs, or Public Administration. \nMinimum of 5 years of related experience in planning, facility development, infrastructure planning, or capital improvement programs. \nAmerican Institute of Certified Planners (AICP) certification. \nKnowledge of planning principles, project development processes, and facility or infrastructure improvement programs. \nExperience developing planning documents, project requirements, feasibility assessments, or technical reports. \nStrong analytical, organizational, communication, and stakeholder coordination skills. \nProficiency in Microsoft Office applications. \nMust be a U.S. citizen and able to satisfy applicable federal background investigation requirements.\n What Desired Skills You'll Bring:\nExperience supporting Naval Facilities Engineering Systems Command (NAVFAC), U.S. Army Corps of Engineers (USACE), or similar federal construction and facilities programs. \nFamiliarity with military installation master planning, capital improvement programming, and applicable Unified Facilities Criteria (UFC). \nExperience supporting large-scale construction, renovation, or infrastructure modernization programs. \nKnowledge of federal project programming, acquisition processes, and construction project delivery methods. \nFamiliarity with GIS, AutoCAD, Microsoft Project, Primavera P6, or similar planning and project management software. \nExperience working within multidisciplinary Owner’s Representative or Construction Management Agent (CMa) teams.\n Security Clearance Requirement:\nNoneThis position is part of our Federal Solutions team.The Federal Solutions segment delivers resources to our US government customers that ensure the success of missions around the globe.
