Unleash your talent and redefine what’s possible.Job Description:\nParsons is looking for an amazingly talented Principal Subcontract Administrator to join our team!\nSkills/Competencie s\nAn extensive knowledge of subcontracting activities typical to the engineering and construction industry is required. In addition, excellent written and oral communications skills, a working knowledge of PC software packages typically associated with procurement, and an ability to effectively negotiate subcontracts is also required, as well as proven ability to perform in a lead capacity. \nWhat You'll Be Doing:\nProvide subcontract support to Parsons Defense and Intelligence Business Unit\nRepresents the organization as the primary subcontract administrator on assigned subcontracts making internal and/or external presentations as required. \nResponsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of Parsons.\nBuild effective relationships with both suppliers and internal/external customers\nReviews drafts as necessary, and negotiates terms and conditions of non-disclosure and teaming agreements.\nPrepares, analyzes and evaluates bids and proposals to ensure they meet Government requirements, company policy and department operating procedures.\nPerform comprehensive Cost and Price Analysis of bids and proposals.\nAdminister subcontracts of various types and complexity to include Cost Plus, FFP, T&M and Labor Hour.\nDevelop supplier evaluation criteria, negotiate subcontract provisions, and support the generation of subcontract packages for review, approval, and awards to suppliers. In addition, support the negotiation of additions, deletions, or modifications to subcontracts.\nNegotiate terms and conditions, pricing, milestones, and other applicable elements for the procurement of equipment and services to provide for subcontract awards in accordance with company policy and department standard operating procedures. Advises management of contractual rights and obligations and provides review and interpretation of terms and conditions.\nMaintains an awareness of regulatory changes and their impact on subcontracts.\nProvides leadership negotiating and modifying standard and non-standard subcontracts.\nIdentifies and resolves subcontract issues and problems and provides leadership in developing solutions, making recommendations to management\nProvides direction and training to assigned professional staff.\nCreate proper file documentation in accordance with Parsons and CPSR regulations.\nEnsure all files are Parsons and CPSR compliant.\nPerform subcontractor setup process for all new subcontractors with adherence to Parsons requirements, including documentation collection, submission, and tracking approval process.\nAdditional Functions Other duties as assigned or required.\nWhat Required Skills You'll Bring:\nBachelor’s degree (BS/BA) or higher in Accounting, Business Administration, Finance or other related discipline with minimum 10+ years of experience in defense contracting, Supply Chain Management/subcontract administration, procurement, negotiations, proposal preparation and bid analysis with the US Government and a combination of commercial, state, local government, or international clients.\nAbility to lead and confidently support Request for Proposal (RFP) and review meetings, contract pre-award meetings, final negotiations, and draft/finalization of contract, to include performing risk analysis of RFPs (identify risks and prepare mitigation strategies) and providing input for pricing strategies, prepare formal contract correspondence and ensure compliance with contract policies, procedures, and standard operating practices to provide successful proposal and contract execution. \nKnowledge of negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFP LOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ), Government-wide Acquisition Contracts (GWACs), Contract types. \nExperience and knowledge of CPSR, Procurement Policies and Purchasing Systems. Experience with creating file documentation in compliance with CPSR requirements. \nExcellent working knowledge of Subcontract Management and Procurement concepts; Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), General Services Administration Acquisition Regulation (GSAR), and Truth in Negotiations (TINA). \nMust possess the ability to counsel management, provide leadership in developing and communicating new concepts; apply them accurately throughout an evolving environment; organize, schedule and coordinate multiple work phases; determine the appropriate approach at the task or project level. \nOutstanding communication skills (written and oral) with the ability to successfully interact at all levels of a matrix organization; ability to develop relationships within all levels of the organization. Proven customer service skills.\nAbility to coach, train, and mentor other team members.\nExtensive organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast paced, deadline-driven environment.\nAbility to adjust quickly and adapt to changing priorities.\nAbility to work independently and as part of a team; capable of representing the organization as a prime contact on subcontract matters with program management, vendors, and customers and, provide leadership to less experienced professional employees on projects.\nProvides technical guidance to lower-level Subcontract Administrators. May make assignments, review work, and offer training in subcontracting procedures. May give input toward performance evaluations and salary increase recommendations.\nKnowledge and experience with Deltek Costpoint is preferred. \nStrong computer skills in MS Access, Word, Excel, PowerPoint, Teams, Outlook, and SharePoint as well as the ability to learn new computer applications.\nUS citizenship required due to Federal Contract provisions. Legal authorization to work in the U.S. is required.
