In this role you will get to manage the full procurement lifecycle, from strategy development and route-to-market planning through sourcing, negotiation, contract award, mobilisation and ongoing supplier performance management.\nWhat You'll Be Doing:\nProcurement Strategy and Category Management\nDevelop and implement procurement strategies for facilities management, asset operations and recurring operational services.\nLead category management across areas including:Hard and soft facilities management servicesEngineering and building maintenanceAsset maintenance and lifecycle servicesSecurity and concierge servicesCleaning and hygiene servicesWaste management and recyclingLandscaping and grounds maintenanceUtilities and operational support servicesOther business-as-usual operational contracts\nDefine appropriate route-to-market approaches, sourcing models and commercial structures.\nDevelop contract packaging and procurement plans aligned with operational requirements, business priorities and market conditions.\nEstablish appropriate commercial models, including fixed-price, performance-based, gainshare, reimbursable and hybrid arrangements where appropriate.\nIdentify opportunities to improve value, resilience, service quality, innovation and operational efficiency.\n\nSourcing and Contract Management\nLead complex, end-to-end procurement activities from initial strategy through to contract award and implementation.\nPrepare procurement plans, sourcing strategies, tender documentation, evaluation methodologies and contract award recommendations.\nManage competitive tenders, negotiations, clarifications, commercial evaluations and supplier due diligence.\nEnsure procurement activities comply with applicable governance, policies, delegations and regulatory requirements.\nLead contract mobilisation and transition activities to support uninterrupted service delivery.\nDevelop and maintain effective contract management frameworks for operational service contracts.\nEnsure contracts include clear scopes of service, pricing mechanisms, performance standards, KPIs, SLAs, incentives, remedies and governance arrangements.\nManage contract variations, extensions, renewals, claims, disputes and commercial changes.\nMonitor supplier performance and ensure contractual obligations are met throughout the contract lifecycle.\n\nSupplier and Stakeholder Management\nEstablish and maintain strategic relationships with key suppliers and service providers.\nLead supplier performance reviews, governance meetings and continuous improvement initiatives.\nManage supplier performance against agreed KPIs, SLAs, service credits, reporting requirements and improvement plans.\nWork closely with operational stakeholders to understand service requirements and resolve supplier or contract-related issues.\nBuild trusted relationships with senior stakeholders, operational teams, finance, legal, risk, technical and project functions.\nProvide commercially sound advice on procurement, supplier performance, contract risks and market opportunities.\nSupport business-as-usual service delivery by ensuring procurement decisions are practical, timely and aligned with operational needs.\n\nProcurement Governance and Risk Management\nStrengthen procurement governance, controls, policies, processes and reporting.\nEnsure appropriate governance is applied to procurement strategies, sourcing decisions, contract awards and contract changes.\nMaintain oversight of procurement risks, dependencies, commercial exposures and supplier resilience.\nPromote transparency, consistency, competition and integrity across procurement activities.\nDevelop procurement performance reporting, category dashboards, savings tracking and supplier performance metrics.\nSupport audit, assurance and compliance requirements.\n\nLeadership and Team Management\nLead, manage and develop procurement professionals across relevant categories and operational workstreams.\nAllocate resources effectively across multiple concurrent procurement and contract management activities.\nEstablish clear objectives, performance expectations and professional development plans for the procurement team.\nPromote a collaborative, commercially focused and service-oriented procurement culture.\nProvide guidance and coaching on sourcing, negotiation, contract management and stakeholder engagement.\nRepresent the procurement function at senior leadership, steering committee and governance forums.\n\nWhat Required Skills You'll Bring:\nSignificant procurement experience in city operations, facilities management, asset operations or similarly complex operational environments.\nStrong experience sourcing and managing contracts across FM, hard and soft services, maintenance, security, cleaning, waste management and other operational services.\nProven experience managing strategic supplier relationships and service performance against KPIs and SLAs.\nStrong category management, procurement governance and commercial management experience.\nDemonstrated ability to work effectively with operational stakeholders and support uninterrupted business-as-usual service delivery.\nExperience developing procurement strategies, route-to-market approaches and commercial models for recurring operational services.\nProven leadership experience managing procurement teams and engaging with senior stakeholders.\nExperience within one or more of the following environments would be beneficial: Large-scale developments \nSmart cities\nGiga-projects\nMajor infrastructure programmes\nMixed-use developments\n\nDegree in procurement, supply chain, business, finance, law, engineering or a related discipline.\nProfessional procurement qualification, such as CIPS or an equivalent, is preferred.\n What Skills You'll Bring:\n20 years of experience \nBachelor's degree in
