Unleash your talent and redefine what’s possible.Job Description:\nProject Controls Manager\nAbu Dhabi, UAE\nParsons is seeking an experienced Project Controls Manager for a major infrastructure project in Abu Dhabi. The role will lead project controls across the Project Control Consultancy services and support the client in monitoring, assuring, and controlling the initiative through design, procurement, construction, close-out, and handover. The successful candidate will coordinate with the client, supervision consultants, contractors, government agencies, utility authorities, and other stakeholders to support safe, timely, and cost-effective delivery. \nWhat You'll Be Doing:\nDevelop, maintain, and control the integrated master schedule, including design, authority approvals, utility diversions, procurement, construction, testing, commissioning, close-out, and handover activities.\nEstablish and maintain the Work Breakdown Structure and ensure package-level schedules are aligned with the initiative master schedule, approved milestones, and delivery strategy.\nMonitor performance against approved baselines, identify trends and variances, forecast completion, and recommend mitigation and recovery actions.\nPrepare and coordinate weekly and monthly project controls reports, dashboards, progress presentations, key performance indicators, schedule forecasts, and management information for the client.\nLead risk and opportunity management, maintain the initiative risk register, facilitate risk workshops, track mitigation actions, and support qualitative and quantitative schedule and cost risk analysis.\nSupport cost planning and control, including cost plans, cash-flow forecasts, commitments, payments, variations, claims, forecast cost to completion, and monthly cost reporting in coordination with the commercial team.\nSupport the review and assessment of Extension of Time submissions, delay events, time-impact analyses, and other schedule-related claims, maintaining complete contemporaneous records.\nCoordinate project controls interfaces across roadworks, bridges, underpasses, traffic management, utilities, design packages, enabling works, and major external interfaces.\nTrack stakeholder actions, authority approvals, NOCs, utility interfaces, design changes, procurement activities, and long-lead items that may affect project delivery.\nSupport construction-stage monitoring, including progress validation, site performance reviews, milestone tracking, traffic diversion stages, and corrective action follow-up.\nMaintain accurate project controls information through Primavera P6, Power BI, Aconex, PMIS, and other approved systems, supporting a consistent single source of truth.\nLead project controls coordination meetings and workshops, issue clear actions and decisions, and escalate significant schedule, cost, risk, and change matters.\nPromote collaborative working, transparency, proactive issue resolution, and continual improvement across the integrated project team.\nWhat Required Skills You'll Bring:\nBachelor's degree in civil engineering or a related discipline. \nMinimum 15 years of relevant project controls experience, including management responsibility on major road, highway, bridge, tunnel, or complex infrastructure programmes. \nStrong experience across design, procurement, construction, testing, commissioning, close-out, and handover stages. \nDemonstrated capability in integrated master scheduling, progress measurement, forecasting, cost control, risk management, change control, and claims support. \nAdvanced working knowledge of Primavera P6 and strong capability in Power BI and Microsoft Office.
