Unleash your talent and redefine what’s possible.Job Description:\nParsons is seeking a Project Manager to lead maintenance and sustainment activities for electronic security systems located at various U.S. military bases throughout Japan. This position will serve as a client representative and oversee field operations, subcontractor performance, project schedules, budgets, safety, quality, and customer satisfaction.\nThe Project Manager will coordinate the delivery of preventive and corrective maintenance, system inspections, troubleshooting, repairs, upgrades, and sustainment services for electronic security systems. The successful candidate will work closely with the client, site personnel, technicians, subcontractors, engineers, and program leadership to ensure systems remain operational and project requirements are met.\nParsons’ experience supporting critical infrastructure and security systems, combined with your project management and client-representation experience, will provide opportunities for professional growth and leadership. We are seeking a versatile, organized, and highly communicative professional who can operate effectively in a dynamic, multicultural, and team-oriented environment.\nWhat You’ll Be Doing\nManage maintenance and sustainment activities for electronic security systems at multiple U.S. military installations throughout Japan.\nCoordinate preventive maintenance, corrective maintenance, inspections, testing, troubleshooting, repairs, system upgrades, and related sustainment activities.\nCollaborate with the Program Manager to establish and maintain project schedules, budgets, staffing plans, and performance objectives.\nServe as the primary point of contact for the client regarding assigned site activities, work performance, system status, risks, and issues.\nDirect and coordinate subcontractor and field personnel activities in accordance with contract requirements, project procedures, statements of work, and applicable site regulations.\nMonitor work orders, service calls, maintenance backlogs, response times, completion status, and customer satisfaction.\nReview maintenance requirements, technical documentation, drawings, equipment records, inspection reports, and system performance data.\nDevelop and maintain project documents, processes, procedures, maintenance plans, quality-control records, and final deliverables.\nCoordinate staffing requirements and assign personnel based on workload, qualifications, site access, and schedule requirements.\nEstablish performance objectives and conduct performance appraisals for direct reports.\nDevelop and implement project safety plans and ensure that safety requirements are communicated to all personnel.\nPromote and enforce safe work practices while monitoring work performed at active military installations.\nEnsure compliance with base-access requirements, installation procedures, security protocols, and applicable federal, state, local, and host-nation requirements.\nEstablish and monitor site security and access-control measures for employees, subcontractors, vendors, and visitors.\nChair recurring project, maintenance, and coordination meetings and distribute meeting minutes and action items.\nPrepare and submit monthly and ad hoc reports to the client and Program Manager.\nRespond to client concerns, service issues, emergent maintenance requirements, and changing operational priorities.\nAssist the Program Manager with estimating, pricing, and negotiating changes to the scope of work with the client and subcontractors.\nReview technical and solicitation documents and support subcontractor or vendor procurement activities.\nDocument and execute approved changes to the project scope.\nAnticipate operational, technical, staffing, schedule, and resource issues and coordinate corrective actions.\nMaintain accurate records of daily activities, work orders, system status, labor hours, materials, equipment, inspections, testing, and completed maintenance.\nKeep the client and Program Manager informed of day-to-day activities, project progress, risks, and unresolved issues.\nPerform other responsibilities associated with this position as appropriate.\nWhat Required Skills You’ll Bring\nBachelor's Degree in a technical or construction-related field (or equivalent).\n10+ years of related experience in project management, electronic security systems, facilities maintenance, construction, engineering, or field operations.\nAt least 3 years of leadership experience managing field personnel, maintenance teams, technical staff, or subcontractors.\nExperience supporting electronic security systems, such as access control, intrusion detection, closed-circuit television, video surveillance, intercom, perimeter security, or related systems.\nBachelor’s degree in a technical, engineering, construction, information technology, security systems, or related field; equivalent professional experience may be considered.\nExperience managing maintenance and sustainment activities across multiple sites.\nExperience working with U.S. military installations, government facilities, or other secure or mission-critical environments is preferred.\nAbility to work full-time in Japan and travel among U.S. military bases and project locations as required.\nAbility to obtain and maintain required installation, facility, and base-access credentials.\nMust be a U.S. citizen.\nMust possess a valid driver’s license and be able to drive to and between project sites, as required.\nStrong written and verbal communication, organizational, analytical, and problem-solving skills.\nAbility to work effectively with military personnel, government representatives, clients, technicians, subcontractors, and personnel from diverse cultural backgrounds.\nWhat Desired Skills You’ll Bring\nEnrollment in a project management certification program is preferred but not required.\nProject Management Professional certification or equivalent project management training.\nExperience managing electronic security system maintenance contracts.\nExperience with work-order management systems, asset-management systems, maintenance databases, or similar platforms.\nFamiliarity with U.S. Department of Defense, military installation, or government contracting procedures.\nKnowledge of electronic security system testing, commissioning, preventive maintenance, and troubleshooting.\nExperience managing service-level agreements, performance metrics, corrective-action plans, and quality-control programs.\nFamiliarity with Japanese work practices, host-nation requirements, or operating environments.\nJapanese-language proficiency is preferred but not required.\nPhysical Requirements\nAbility to lift and carry 30 or more pounds.\nAbility to work at active military installations and in indoor and outdoor environments.\nAbility to climb ladders, access equipment rooms, and work around electronic security system equipment, as required.\nAbility to travel between project sites throughout Japan.\n Security Clearance Requirement:\nNoneThis position is part of our Federal Solutions team.The Federal Solutions segment delivers resources to our US government customers that ensure the success of missions around the globe.
