Unleash your talent and redefine what’s possible.Job Description:\nRail Systems Engineering Manager (High Speed Rail)\nAbu Dhabi, UAE\nParsons is now hiring a Rail Interface & Systems Engineering Manager who can manage, lead and develop a team of professionals in the design and delivery of large-scale, complex rail projects.\nParsons is an industry leader successfully delivering complex, challenging, and high-profile projects using all different delivery models. We need a Rail Interface & Systems Engineering Manager, who is versatile, and who possesses exceptional communication, analytical and management skills to work within a PMOorganization. In this role you will leada team of professionals in the management and implementation of a major high speed rail program, will take a leadership role in developing and executing our business plan, and will oversee and manage our rail systems engineering team and portfolio of clients within the region.\nYou will also be part of a larger team that strives to live Parsons’ values each day - delivering a better world through our commitment to people, processes, and technology.\nThe ideal candidate will have extensive knowledge of rail systems engineering practices as applied to high-speed rail projects, along with design, management and construction experience. The individual will also possess detailed knowledge of applicable codes and international standards related to rail systems.\nWhat You'll Be Doing:\nLead and develop the rail systems engineering team, providing direction, mentorship, and support.\n\nManage, coach, motivate and provide leadership for staff to provide high-quality services and innovative solutions to complex infrastructure design challenges involving multiple stakeholders.\n\nAct as a Rail Systems Expert on relevant projects\n\nCoordinate with project managers, other engineering teams, and stakeholders to ensure successful project delivery.\n\nWork with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes.\n\nAct as Parsons’ representative with clients and selected subcontractors during project execution.\n\nPromote technical and commercial excellence on the project through application of Quality Assurance processes.\n\nDevelop and implement engineering policies, procedures, and best practices.\n\nAssist in business development activities and undertake leadership roles in proposal preparation including assistance in developing project methodology, work programs, schedules, and budgets.\n\nCollaborate with Business Development to market and secure additional work with major clients.\n\nMaintain an awareness of trends, developments and advancements in relevant fields and broader industry to retain technical competency and provide state-of-the-art services and advice to our clients.\n\nPerform other responsibilities associated with this position as may be appropriate.\n\nProvide expert rail systems domain knowledge and rail systems integration advice to the Client across the full range of rail systems applications\n\nApply systems engineering practices to the design, development, integration and implementation of railway systems.\n\nConduct requirements analysis, system design, integration, verification, and validation activities.\n\nEnsure compliance with applicable codes, standards, and regulations.\n\nEstablish the program requirements for all areas of the project and monitor the draft and final deliverables for adherence to these criteria.\n\nLead and oversee the preparation of technical reports and documentation of activity for clients promoting technical excellence and quality assurance of deliverables.\n\nOversee the design management of railway systems, including signaling, telecommunications, and train control systems.\n\nReview and approve engineering designs, plans, and specifications.\n\nManage the implementation and testing of railway systems to ensure they meet project requirements and performance standards.\n\nEnsure all engineering activities comply with international standards, industry codes, and regulations.\n\nConduct regular audits and reviews to ensure adherence to engineering standards and project specifications.\n\nIdentify and address any non-compliance issues and implement corrective actions as necessary.\n\nWork with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.\n\nEnsure that the project meets or exceeds goals established in these plans.\n\nProvide effective and efficient management of relevant day-to-day operations, including scheduling, assigning, and reviewing work to achieve project objectives and outcome measures.\n\nMonitor and report on project progress, ensuring timely and within-budget delivery.\n\nManage risks and issues related to engineering aspects of railway projects.\n\nWhat Required Skills You'll Bring:\nUniversity degree in Systems Engineering, Electrical Engineering or a related field from an accredited institution, Master’s degree preferred.\n\nMinimum of 15 years of experience in rail systems engineering and management of design and/or construction of rail projects\n\nGood experience of rail systems applications in a High Speed Rail environment.\n\nAt least 5 years in a managerial role.\n\nChartered Engineer or equivalent\n\nStrong domain knowledge of rail systems and systems engineering practices including systems assurance, signaling and communications.\n\nExtensive experience in the design and integration management of railway systems projects.\n\nDetailed understanding of applicable codes, standards, and regulations in the railway industry.\n\nDemonstrated ability and experience in training, mentoring, motivating, leading, and supervising a team of highly qualified professional staff.\n\nExcellent project management skills, with the ability to manage multiple projects simultaneously.\n\nStrong analytical, problem-solving, and decision-making skills.\n\nExcellent written and oral communication and interpersonal skills.\n\nWhat Desired Skills You'll Bring:\nExtensive domain knowledge of rail systems and their integration\n\nGCC or other international Experience\n\nDemonstrated leadership and management skills.\n\nProven experience of working within complex railway environments.\n\nAbility to work in and lead multi-discipline teams, to follow through and close out all work related items, to clearly deliver work instructions in a complex stakeholder environment.\n\nAbility to work in a matrix organization (dual reporting). Ability to interact with an influence senior-level management.
