Unleash your talent and redefine what’s possible.\nPosition Overview: The Resident Engineer (RE) shall be fully responsible for the supervision, administration, coordination, and contract management of all roads and infrastructure works, including wet and dry utilities. The RE shall ensure that the Works are executed in strict accordance with the Contract Documents, approved drawings, specifications, authority requirements, and applicable standards, while safeguarding the Employer’s contractual, technical, financial, and time-related interests. The role requires strong technical leadership combined with robust contract administration capability.\nWhat You'll Be Doing:\nProject Leadership & Site Management:\nAct as the primary on-site representative.\nLead and manage the site supervision team including discipline engineers, inspectors, and support staff. Act as the primary onsite representative\nEnforce implementation of the Project Execution Plan.\nOversee day-to-day construction activities for roads, utilities, and associated civil works.\nEnsure proper coordination between wet utilities, dry utilities, roads, structures, and traffic diversions.\nMonitor contractor’s resources, construction sequence, and methodology to ensure alignment with approved programme.\nIdentify risks to progress and implement proactive mitigation measures. Act as the primary onsite representative\nContract Administration & Commercial Management:\nAdminister the Contract in accordance with the applicable Conditions of Contract.\nReview and respond to contractor’s notices, claims, and submissions within contractual timelines.\nAssess and recommend Engineer’s determinations relating to:\nVariations.\nExtensions of Time (EOT).\nProlongation costs.\nDisruption claims.\nReview interim payment applications and certify payment in accordance with actual progress and contractual entitlement.\nMaintain comprehensive records to protect the Engineer and Employer’s contractual position.\nIssue Site Instructions, NCRs, Notices to Correct, and other contractual correspondence where required.\nMonitor contractor compliance with programme obligations and mitigation requirements.\nTechnical Oversight - Roads & Utilities:\nSupervise construction of:\nRoadworks (subgrade, subbase, asphalt, interlocks, Krebs).\nTunnels (Under Passes), MSE Walls.\nStormwater drainage systems.\nSewerage and rising mains.\nPotable water and firefighting networks.\nIrrigation networks.\nElectrical & street lighting systems.\nICT/telecom infrastructure.\nGas and district cooling (where applicable).\nEnsure compliance with approved shop drawings, method statements, and ITPs.\nVerify road profiles, pavement designs, and utility clearances.\nOversee testing and commissioning activities and ensure full documentation prior to handover.\nQuality Assurance & Compliance:\nEnforce implementation of the Project Quality Plan.\nReview and approve technical submittals including materials, shop drawings, and technical proposals.\nConduct regular inspections and audits.\nRaise and close NCRs and follow up corrective actions.\nVerify completeness and accuracy of:\n- As-built drawings.\n- O&M manuals.\n- Testing & commissioning reports.\n- Ensure compliance with Authorities requirements.\nProgram & Progress Monitoring\nReview and monitor baseline and updated programs.\nEnsure logical sequencing of roads and utility works.\nAssess, in coordination with the Planning Manager/Engineer, delays, concurrency, and mitigation measures.\nProvide technical input for delay analysis assessments.\nPrepare weekly and monthly progress reports highlighting:\n- Risks.\n- Delays.\n- Mitigation strategies.\n- Contractor performance issues.\nHealth, Safety & Environmental (HSE) Oversight\nEnforce strict adherence to the approved HSE Plan.\nMonitor high-risk activities including:\n- Deep excavations.\n- Utility crossings.\n- Confined spaces.\n- Traffic diversions.\nParticipate in HSE audits and incident investigations.\nEnsure contractor maintains safe working environment in compliance with local regulations.\nStakeholder & Authority Coordination\nLiaise with Client, PMC, authorities, and service providers.\nCoordinate inspections, tie-ins, and final authority approvals.\nChair or participate in progress and technical meetings.\nEnsure timely submission of documentation to authorities for NOCs and permits.\nHandover & Close-Out\nOversee completion, testing, commissioning, and taking-over procedures.\nEnsure Defects Notification obligations are tracked and enforced.\nManage snagging, de-snagging, and final acceptance processes.\nEnsure complete documentation package prior to project close-out.\nWhat Required Skills You'll Bring:\nBachelor’s degree in Civil engineering (master’s preferred).\nMinimum 15 years of relevant experience in roads and infrastructure projects, with minimum 7 years in Resident Engineer role or senior site supervision role on major infrastructure projects. \n RTA previous approval is a must.\nWorking knowledge of FIDIC (Red Book preferred) or applicable conditions of Contract followed of Dubai Emirates.\nProven experience in UAE infrastructure projects and authority coordination.\nDemonstrated experience in contract administration, EOT evaluation, and variation assessment.\nStrong leadership and team management skills.\nExcellent report writing and contractual correspondence drafting ability.\nFluent in English and Arabic.\nCore Competencies\nContractual awareness and commercial acumen.\nTechnical authority in roads and utilities\nStrong negotiation and dispute avoidance capability.\nDecision-making under pressure.\nStakeholder management.\nAnalytical and risk management skills.\nParsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.We truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
