Unleash your talent and redefine what’s possible.Job Description:\nResident Engineer (Utilities/Drainage)\nQatar\nParsons is looking for an amazingly talented Resident Engineer (Utilities / Drainage) to join our team in Qatar! In this role, you will be responsible for supervising and managing utilities and drainage construction works within your assigned project area, ensuring that all activities are completed safely, efficiently, and in full compliance with contract requirements, project specifications, quality standards, and client expectations while supporting the Senior Resident Engineer in successful project delivery.\nWhat You'll Be Doing\nManaging and supervising utilities and drainage construction activities within the assigned project area and providing technical direction to the site supervision team.\nSupporting the Senior Resident Engineer in the delivery of utilities and drainage works and ensuring compliance with project objectives, contract requirements, and client expectations.\nOverseeing day-to-day construction activities related to stormwater drainage networks, foul sewer systems, potable water networks, irrigation systems, utility diversions, and associated infrastructure works.\nEnsuring that all works are executed in accordance with approved drawings, specifications, method statements, and contract requirements.\nMonitoring contractor performance, construction progress, productivity, and resource allocation to support achievement of project milestones and delivery objectives.\nReviewing contractors' technical submissions, method statements, shop drawings, inspection requests, and construction methodologies and making recommendations for approval.\nManaging construction interfaces between utilities, drainage systems, roads, structures, and other infrastructure elements to minimize conflicts and construction delays.\nIdentifying and resolving technical, construction, and site-related issues through effective coordination and problem-solving.\nEnsuring compliance with all HSE requirements and promoting a strong safety culture across all project activities.\nCoordinating with the client, utility authorities, stakeholders, contractors, and relevant agencies to facilitate project delivery and timely resolution of interface issues.\nMonitoring QA/QC activities, including inspections, testing, non-conformance management, and documentation requirements.\nPreparing and reviewing progress reports, site records, and performance updates for submission to the Senior Resident Engineer and project management team.\nSupporting project controls activities through monitoring of schedules, look-ahead plans, risk registers, action trackers, and performance metrics.\nAssisting in the review of contractors' recovery plans and mitigation measures to address delays and improve project performance.\nSupporting testing and commissioning activities, punch list management, project close-out requirements, and handover documentation.\nContributing to continuous improvement initiatives and knowledge-sharing activities to enhance project delivery and team performance.\nUtilizing project management and reporting tools to support effective communication and project execution.\nWhat Required Skills You'll Bring\nBachelor's Degree in Civil Engineering from an accredited university.\n14 years of experience in construction supervision of utilities, drainage, and infrastructure projects, including 7 years in a similar role.\nDemonstrated experience supervising major drainage, sewerage, water, irrigation, and utility infrastructure projects.\nStrong knowledge of utility coordination, utility diversions, underground services, and associated construction methodologies.\nExperience managing supervision teams and coordinating contractor activities on large-scale infrastructure projects.\nStrong understanding of project planning, scheduling, progress monitoring, and management of look-ahead plans.\nWorking knowledge of project controls, issue tracking, risk management, and performance monitoring processes.\nDemonstrated ability to identify root causes, evaluate alternatives, and implement practical solutions to complex construction and infrastructure challenges.\nKnowledge of construction quality management systems, testing requirements, and inspection procedures associated with utilities and drainage works.\nExcellent communication, leadership, coordination, and client management skills.\nProficiency in Microsoft Office applications, particularly Excel, PowerPoint, Word, and project reporting tools.\nMust be MMUP/MME certified in Qatar.\nWhat Desired Skills You'll Bring\nExperience delivering major roads, drainage, utilities, and infrastructure projects in Qatar or the GCC region.\nStrong understanding of local utility authority requirements, standards, approvals, and coordination procedures.\nWorking knowledge of FIDIC contracts and contract administration procedures.\nExperience coordinating with utility authorities, government agencies, clients, and key project stakeholders.\nProven ability to manage complex stakeholder environments and coordinate multidisciplinary project teams.\nDemonstrated success in resolving technical challenges, improving project performance, and achieving key project milestones.\nExperience in mentoring junior engineers and supporting professional development within the supervision team.\nExperience utilizing reporting and project management tools to support project performance monitoring and
