Unleash your talent and redefine what’s possible.Job Description:\nResident Engineer - Transportation Infrastructure - Southern California\nOpportunity:\nParsons is seeking a highly experienced Resident Engineer to lead and direct major projects in transportation design bid build, progressive design, design - build and CMGC projects for road & highway, servicing the Southern California region for Caltrans projects, and other primary clients in the region. This role involves extensive interface with Caltrans, OCTA, RCTC, LA Metro, and other state and local city agencies, and a strong demonstrated working relationship history with respective clients.\nThe successful candidate will also service and work with rail & transit clients in municipalities throughout the area:\nOur road, bridge, rail and tunnel solutions get our customers over, under, around, or through the toughest challenges. No matter the delivery method, our expertise ranges from complex interchanges to tolling and integrated corridor management. \nWe are actively looking for a StrongResident Engineerto help manage road/highway design-build, bid-build, progressive designs and CMGC projects for our regional clients, which include delivery of planning, preliminary and final design, development and construction, Traffic analysis/studies, environmental impact assessments, asset management, construction execution or oversight, conceptual modeling, and Intelligent Transportation Systems. If you are looking for that next step in your career to managing a team of subject matter experts, oversee projects. \nResponsibilities:\nProvides direction to staff to ensure complete, accurate and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and laws.\nConfers with contractors regarding compliance with plans and quality of work and construction activity.\nResponsible for field inspections and material testing of contractor’s work to determine compliance with plans, specifications, special provisions, utility agreements, etc.\nPrepares reports, as well as reviews and incorporates the daily inspection reports from Field Inspectors, in documenting the Contractor’s activities.\nMaintains accurate and complete project records and ensures compliance with departmental policies and procedures.\nCalculates and documents field quantities for payment purposes.\nDocuments as-built condition of constructed facility.\nMonitors contractors project schedule and budget.\nPrepares contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract.\nFormulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include involvement with any necessary engineering re-design work.\nIdentifies the need for and prepares contract related documents for submission to the contractor.\nReviews CPM schedules. Identifies and mitigates project risks.\nCompletes a project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Senior Construction Manager\nLeads or assists in the resolution and response to contractor disputes in a timely manner as provided by the contract.\nElevates to the Senior Agency staff all disputes not resolved by the Resident Engineer if appropriate.\nPrepares draft claim reports for Agency Contract Management when required.\nManages interdisciplinary teams of professionals. Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.\nAbility to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.\nActs as the Company representative with the client and selected subcontractors during the pre-construction and construction phase of a project. Negotiateschanges to the scope of work with the client and key subcontractors. Assists with marketingto secure additional work with the client. \nMay participate in negotiations with regulatory agencies and in public meetings in support of clients.\nOversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.\nEstablishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria. \nWorks with other managers, project engineers, inspectors and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensuresthat the project meets or exceeds goals established in these plans. \nWorks with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. \nPromotes technical and commercial excellence on the project through the application of the Quality Plan. \nWorks with company’s operations, business development, and proposal services teams to develop strategies to win projects, develop statements of qualification and proposals, including fee estimates.\nQualifications:\nHolds a bachelor’s degree in project management or civil engineering\nIs a registered civil engineer in California\nHas demonstrated experience with project management of large-scale design projects, build-project experience is desirable\nHas experience on Caltrans projects\nHas 10+ years of related engineering management experience on Road/Highway and related infrastructure programs\nThe successful candidate must operate as a \"seller/doer\" and have the ability to manage projects, interface with clients, identify new work and enjoy being hands-on technically in the project\n\n Security Clearance Requirement:\nNoneThis position is part of our Critical Infrastructure team.For more than 80 years, our experts have designed and delivered the critical infrastructure that connects and protects communities around the world.
