Unleash your talent and redefine what’s possible.Job Description:\nParsons is seeking a highly skilled Senior Cost Control Engineer to support the Senior Cost Manager and the Controls Manager in implementing robust cost management at pre-contract and post-contract stage, estimating, forecasting, and reporting practices across a portfolio of current and future projects. The role will operate within a PMO environment and collaborate closely with the Client, PMCMs, contractors, and key stakeholders.\nWhat You'll Be Doing:\nReview material takeoffs, drawings, and plans for complex projects.\nPrepare detailed breakdowns of systems, subsystems, and work components for cost estimates.\nAnalyze contract documents and modifications to identify scope elements and changes.\nReview and validate task and subtask estimates, including rates, unit costs, and quantity calculations.\nAssign material, equipment, and labor costs to estimates; obtain vendor quotations as needed.\nMaintain and update historical cost data, norms, and databases to support consistent estimating standards.\nCollect, validate, and maintain project cost data across the program.\nPerform independent analysis of project performance versus baselines, including variance analysis and forecasting.\nSupport development, implementation, and maintenance of cost control systems and Earned Value Management (EVM).\nAssess the cost impact of pre-contract and post-contract design and construction changes.\nAssist in establishing and monitoring budgets, commitments, expenditures, and estimates at completion (EAC).\nPrepare and issue monthly cost reports for internal and Client review.\nReview Interim Payment Applications (IPAs/IPCs) after PMCM checks, focusing on quantities, measurement rules, valuation logic, and alignment with contractual entitlements.\nReview and quantify Change Orders, variations, and claims, performing quantity take-offs, cost impact assessments, and alignment with baseline budgets.\nUpdate and maintain program-level cash flow forecasts.\nDevelop dashboards, presentations, and analytical summaries using charts and visual tools to communicate project status.\nParticipate in Client, PMCM and contractor meetings and preparing presentations as required.\nProvide guidance, mentoring, and quality review of work prepared by junior cost engineers or estimators.\nEnsure clarity, accuracy, and consistency in all cost related deliverables.\nCoordinate with internal project teams, contractors, and PMCMs to ensure alignment on cost-related matters.\nWhat Required Skills You'll Bring:\nBachelor’s degree in Civil Engineering, Construction Management, or related field.\n12+ years of experience in cost estimating and cost control for large-scale infrastructure or construction projects.\nStrong knowledge of engineering, procurement, and construction practices.\nExcellent English communication and presentation skills.\nProficiency in cost control tools, estimating techniques, and EVM methodologies\nParsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.We truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
