In this role, you will support the Program Management Office (PMO) by overseeing MEP systems associated with roads, tunnels, and associated infrastructure.\nLeads and manages the end-to-end handover and commissioning process for large-scale infrastructure projects within a PMO environment. The Senior Handover & Commissioning Engineer is a fully qualified professional with deep expertise in Testing & Commissioning (T&C), construction close-out, and asset handover across multi-disciplinary infrastructure systems including roads, structures, utilities, landscape, power, and Intelligent Transport Systems (ITS).\nThis role focuses on governance, coordination, and assurance of handover readiness, ensuring all contractual, technical, and stakeholder requirements are met prior to Substantial Completion and Final Handover. The position requires strong interface management with PMCMs, Contractors, and receiving entities, and may involve site visits across Riyadh.\nWhat You'll Be Doing:\nLeads the development and implementation of project-wide handover and commissioning strategies, procedures, and checklists aligned with PMO standards.\nOversees and validates Testing & Commissioning (T&C) activities, ensuring system functionality, integration, and compliance with specifications.\nReviews and ensures completeness of all handover deliverables, including:As-Built Drawings\nO&M Manuals and Training Documentation\nWarranties, Guarantees, and Spare Parts\nTesting & Commissioning Reports\nAsset Registers and GIS submissions (where applicable)\n\nManages and tracks Substantial Completion requirements, including approval-gated items such as:Construction Acceptance Tests\nClosed Snag Lists\nOperation & Maintenance Manuals\nRoad Safety Audits and operational readiness evidence\n\nCoordinates with stakeholders and authorities (e.g., municipality, utility providers, traffic control entities) to secure handover approvals, permits, and clearances.\nEnsures proper interface management between systems (e.g., power supply to ITS, drainage integration, traffic signal operations).\nReviews contractor submissions including method statements, T&C plans, ITPs, and close-out documentation.\nMonitors contractor and PMCM performance on handover readiness, highlighting risks and enforcing corrective actions.\nSupports the definition and implementation of Defect Liability Period (DLP) strategies and handover conditions.\nAdvises PMO leadership on handover risks, partial completions, and operational readiness.\nProvides technical leadership and guidance on commissioning and handover matters across all disciplines.\nPerforms other responsibilities associated with this position as appropriate.\nWhat Required Skills You'll Bring:\nBachelor’s Degree in Engineering (Civil, Mechanical, Electrical, or related discipline).\nMember of Saudi Council of Engineers\nTypically 10+ years of experience, with significant exposure to infrastructure projects and handover/commissioning phases in Saudi Arabia\nExperience in PMO or client-side roles on large-scale or megaprojects is preferred.\nFamiliarity with local Saudi regulations, authorities, and handover processes is highly desirable.\nWhat Desired Skills You'll Bring:\nStrong knowledge of Testing & Commissioning processes across multi-disciplinary infrastructure systems.\nProven experience in handover management, close-out documentation, and stakeholder coordination.\nAbility to manage complex interfaces between utilities, ITS, and civil infrastructure.\nFamiliarity with GIS/asset management systems and digital handover requirements.\nExcellent analytical, reporting, and problem-solving skills.\nStrong communication and stakeholder management capabilities.\nProficiency in PMO systems and document control platforms (e.g., Aconex, PMWeb, Unifier).\nAbility to work under pressure and manage multiple priorities across a program environment.\nParsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.We truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
