Job Description:\nEDUCATION/EXPERIENCE:\n· 10+ years of experience in ICT / telecommunications engineering, including at least 5 years in QA/QC and Testing & Commissioning on infrastructure, utilities or industrial projects.\n· Proven experience with fibre optic networks, structured cabling, IP networking (LAN/WAN), wireless and telemetry systems.\n· Working knowledge of ICT integration with PLC, SCADA and instrumentation systems, ideally within water or utility assets.\n· Working knowledge of the Saudi Building Code (SBC), MEWA guidelines and relevant international standards (e.g. TIA/EIA, ISO/IEC, IEC 62443).\n· Strong coordination, reporting and problem-solving skills, with the ability to manage assigned ICT packages independently.\n· Role is site based\n· Bachelor’s degree in Telecommunications, Electrical, Electronics or Computer Engineering.\n· Saudi Council of Engineers registration and industry certifications (e.g. BICSI RCDD, CCNA/CCNP) desirable.\nSKILLS/COMPETENCIES:\nICT Design Review & Construction Quality Assurance (QA/QC)\n· Review ICT, telecommunications and network designs, drawings and specifications for compliance with NEOM standards, raising technical comments and resolving interface issues with Contractors’ Designers.\n· Lead Requests for Inspection (RFIs) for ICT installations, including fibre optic and copper cabling, containment, telecom rooms, cabinets and network equipment, verifying compliance with IFC drawings.\n· Review material submittals, ITPs, method statements and vendor factory test certificates for ICT materials and systems.\n· Raise and track Non-Conformance Reports (NCRs) for ICT works, verifying root cause and corrective actions through to close-out.\nICT Testing, Commissioning & Integration\n· Review testing and commissioning procedures and witness Factory and Site Acceptance Tests (FAT/SAT) for ICT systems.\n· Witness and sign off fibre optic (OTDR) testing, structured cabling certification and network performance testing.\n· Lead commissioning of the digital backbone, including LAN/WAN, wireless, radio and telemetry networks.\n· Coordinate telemetry and communications testing to PLC and SCADA systems with Instrumentation & Controls and System Integrators.\n· Verify integration of security systems (CCTV, access control) and compliance with OT cybersecurity requirements.\n· Lead fault finding and resolution of commissioning issues with Contractors and Vendors.\n· Enforce site safety rules, permit-to-work and Lock-Out/Tag-Out (LOTO) procedures during testing activities.\nClose-out & Handover\n· Manage the ICT master punch list through to closure.\n· Review and validate as-built drawings, test records, network configurations, IP schedules and O&M manuals prior to handover, and support operator training for ENOWA.\nTechnical Leadership & Coordination\n· Act as the ICT technical point of contact for assigned packages, attending coordination meetings and reporting progress, risks and issues to the Engineering Manager.\n· Provide technical guidance and mentoring to junior engineers and inspectors.\nParsons is looking for an amazingly talented Senior ICT Engineer -accountable for the technical assurance, testing, commissioning and handover of ICT, telecommunications and telemetry systems across our project in Tabuk's water infrastructure, including Pumping Stations, Water Transmission Lines and Water Recycling & Recovery Plants (WRRP).\nWhat You'll Be Doing:\n.· Raise and track Non-Conformance Reports (NCRs) for
