In this role you will get to manage strategic procurement activities supporting city operations, facilities management, asset operations and other complex operational environments.\nThe role will be responsible for delivering end-to-end procurement activities, including procurement strategy, sourcing, tender management, commercial negotiations, contract award, mobilisation and supplier performance management.\nWhat You'll Be Doing:\nProcurement Strategy and Category ManagementDevelop and implement procurement strategies for operational services, facilities management and asset operations.\nManage procurement categories may including:Hard and soft facilities management\nBuilding and asset maintenance\nEngineering services\nSecurity and concierge services\nCleaning and hygiene services\nWaste management and recycling\nLandscaping and grounds maintenance\nOperational support and recurring service contracts\n\nDevelop procurement plans, category strategies and sourcing programmes aligned with business and operational requirements.\nRecommend suitable route-to-market approaches, contract packaging and commercial models.\nIdentify opportunities to improve value for money, service quality, resilience, innovation and operational efficiency.\nUndertake market analysis, supplier research and benchmarking to inform procurement decisions.\n\nSourcing and Tender Management\nLead end-to-end procurement activities from requirements definition and strategy development through to contract award and implementation.\nPrepare sourcing documentation, requests for proposals, invitations to tender, evaluation criteria and commercial schedules.\nManage supplier engagement, tender clarification, bid evaluation, negotiations and recommendation reports.\nCoordinate cross-functional evaluation teams and ensure consistent, transparent and compliant procurement processes.\nDevelop commercial models suitable for recurring operational services, including fixed-price, performance-based, reimbursable and hybrid arrangements.\nSupport the preparation and execution of contracts in collaboration with legal, finance, technical and operational teams.\nLead procurement activities with appropriate levels of independence and escalate material risks or decisions when required.\n\nContract and Supplier Management\nManage strategic supplier relationships and support effective contract performance throughout the contract lifecycle.\nEstablish and maintain supplier governance arrangements, including performance reviews and operational meetings.\nMonitor supplier performance against agreed KPIs, SLAs, service standards and reporting requirements.\nSupport the development and implementation of supplier improvement plans and corrective actions.\nManage contract variations, extensions, renewals, claims, disputes and commercial issues.\nSupport contract mobilisation, transition and implementation to ensure continuity of business-as-usual services.\nMaintain accurate records of contract obligations, pricing, performance, risks and key commercial decisions.\nIdentify opportunities for continuous improvement, cost optimisation and service innovation.\n\nStakeholder Engagement\nWork closely with operational stakeholders to understand requirements and develop practical procurement solutions.\nSupport business-as-usual service delivery by ensuring procurement activities are timely, commercially sound and aligned with operational priorities.\nBuild effective working relationships with facilities, asset management, operations, finance, legal, risk, technical and project teams.\nProvide procurement and commercial advice to stakeholders throughout the sourcing and contract management lifecycle.\nFacilitate stakeholder workshops, requirements reviews, evaluation meetings and supplier discussions.\nProactively identify and resolve issues that may affect procurement timelines, service delivery or commercial outcomes.\nEngage with senior stakeholders and provide clear updates on procurement progress, risks, recommendations and decisions.\n\nProcurement Governance and Risk Management\nEnsure procurement activities comply with approved policies, procedures, delegations and governance requirements.\nPrepare procurement approval papers, business cases, award recommendations and governance submissions.\nMaintain oversight of procurement risks, dependencies, supplier exposures and commercial assumptions.\nSupport procurement audits, assurance reviews and compliance activities.\nMaintain procurement pipelines, contract registers, sourcing reports and savings or value-tracking information.\nPromote consistency, transparency, competition and integrity across procurement activities.\nContribute to the continuous improvement of procurement processes, templates, tools and governance frameworks.\n\nTeam Leadership and Delivery\nProvide guidance and support to procurement team members and contribute to capability development.\nCoordinate procurement resources across multiple concurrent sourcing and contract management activities.\nReview and quality-assure procurement strategies, tender documentation, evaluation outputs and commercial recommendations.\nPromote a collaborative, responsive and service-focused procurement culture.\nSupport the Procurement Director or Head of Procurement with reporting, planning and strategic initiatives.\nTake responsibility for delivering assigned procurement projects within agreed timelines, budgets and governance requirements.\n\nWhat Required Skills You'll Bring:\nBachelor's Degree in Business Administration or Economics (or related field) \n12+ years of diversified experience in all phases of procurement activities on large global engineering and construction projects, including managerial experience. \nSignificant procurement experience within city operations, facilities management, asset operations or similarly complex operational environments.\nStrong experience sourcing and managing contracts across FM, hard and soft services, maintenance, security, cleaning, waste management and operational support services.\nExperience managing supplier performance against KPIs, SLAs and contractual service requirements.\nStrong category management, sourcing and procurement governance experience.\nDemonstrated ability to work with operational stakeholders and support business-as-usual service delivery.\nExperience developing procurement strategies, route-to-market approaches and commercial models for recurring operational services.\nExperience managing multiple end-to-end procurement projects simultaneously.\nExperience engaging with senior stakeholders and cross-functional project teams.\nExperience in large-scale developments, smart cities, airports, giga-projects or complex operational environments is advantageous.\nDegree in procurement, supply chain, business, finance, law, engineering or a related discipline.\nProfessional procurement qualification, such as CIPS or equivalent, is preferred.\n What Skills You'll Bring:\nStrategic sourcing and category
