Unleash your talent and redefine what’s possible.Job Description:\nParsons is looking for an amazingly talented Senior Quality Specialist to join our team!\nWhat You'll Be Doing:\nSupports the development, implementation, and maintenance of project-level Quality Management Systems in accordance with ISO 9001, Parsons’ requirements, and applicable client and contractual requirements.\nDevelops, reviews, and updates project quality plans, procedures, work instructions, inspection and test plans, forms, and related quality documentation.\nMonitors project activities to verify compliance with approved quality procedures, technical specifications, applicable standards, and contract requirements.\nConducts and supports internal, project, supplier, and subcontractor quality audits and surveillance activities.\nPrepares audit reports, documents findings, tracks corrective actions, and verifies the effective and timely closeout of identified issues.\nMaintains project quality records, including Non-Conformance Reports, Corrective Action Requests, audit findings, inspection records, quality observations, and performance metrics.\nReviews and evaluates Non-Conformance Reports and supports project teams in conducting root-cause analyses and developing appropriate corrective and preventive actions.\nReviews contractors’ and subcontractors’ quality plans, procedures, inspection and test plans, method statements, material submittals, and other quality-related documentation.\nMonitors contractor and supplier quality performance and reports areas of noncompliance or potential quality risk to project management.\nCoordinates quality-related activities with engineering, construction, procurement, safety, contracts, project controls, and other project functions.\nParticipates in project meetings and provides technical guidance regarding quality requirements, procedures, risks, and compliance matters.\nPrepares regular quality reports, dashboards, trend analyses, presentations, and management review inputs.\nSupports quality management reviews and assists in establishing quality objectives, performance indicators, and improvement initiatives.\nIdentifies quality trends and recurring issues and recommends practical actions to improve project performance.\nSupports the preparation and delivery of quality awareness and procedure-specific training to project personnel.\nProvides guidance and technical support to project personnel regarding Quality Management System requirements and quality best practices.\nVerifies that products, materials, services, and completed work comply with approved quality requirements.\nCoordinates with clients, contractors, consultants, suppliers, and internal departments on quality-related matters.\nSupports client and third-party audits and assists with the preparation, coordination, and closeout of audit requirements.\nSupports the continual improvement of Parsons’ Quality Management System and project quality performance.\nPerforms other quality-related duties and responsibilities as assigned.\nWhat Required Skills You'll Bring:\nBachelor’s degree in Engineering from a recognized university.\nMinimum of 17 years of related experience in quality engineering, quality assurance, quality control, or quality management within engineering, construction, infrastructure, or a similar project environment.\nQuality certification such as an IRCA-approved ISO 9001 Internal Auditor or Lead Auditor certification, ASQ Certified Quality Engineer (CQE), or an equivalent recognized quality certification.\nProficiency in Arabic, both written and spoken.\nExtensive working knowledge of ISO 9001 Quality Management Systems, quality assurance principles, and quality control processes.\nDemonstrated experience implementing and maintaining project-level Quality Management Systems.\nExtensive experience conducting internal, project, supplier, and subcontractor audits and surveillance activities.\nExperience managing Non-Conformance Reports, Corrective Action Requests, audit findings, root-cause analyses, and corrective and preventive actions.\nStrong knowledge of applicable quality standards and specifications, including relevant ISO, ASME, ANSI, ASTM, and client requirements.\nExperience reviewing project quality plans, procedures, inspection and test plans, method statements, technical specifications, drawings, and inspection records.\nAbility to evaluate contractor and supplier quality documentation and monitor quality performance.\nStrong analytical, problem-solving, root-cause analysis, and risk-assessment skills.\nAbility to identify quality trends, assess risks, and recommend effective corrective and improvement actions.\nExcellent written and verbal communication skills, including the ability to prepare clear technical reports and formal project correspondence.\nAbility to communicate and coordinate effectively with clients, contractors, consultants, suppliers, and multidisciplinary project teams.\nAbility to conduct meetings, deliver presentations, and provide quality-related training.\nProficiency in Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, and Visio.\nStrong planning and organizational skills, with the ability to manage multiple priorities and meet project deadlines.\nStrong attention to detail and a consistent commitment to quality and compliance.\nAbility to work independently and contribute effectively within a multidisciplinary project team.\nAbility to provide technical guidance and support to quality personnel and other project team members.\nWillingness and ability to travel to project sites as
