In this role you will get tosupport complex programs within the U.S. Intelligence Community (IC) for Parsons Government Services Inc. In this critical role, you will administer classified and unclassified subcontracts to ensure full compliance with company, contract, security, and regulatory requirements; build strong relationships with cleared suppliers and internal mission stakeholders; and provide leadership in all aspects of subcontract management across sensitive IC programs.\nThis is a hybrid position with an on-site requirement of at least three days per week at a Parsons or customer-designated facility supporting Intelligence Community missions.\nWhat You'll Be Doing:\nServe as the primary subcontract administrator for assigned IC-related subcontracts, representing Parsons in both internal and external forums, including with government contracting and security representatives.\n\nProvide senior-level subcontract support to Security & Sustainment, including preparing, analyzing, and evaluating bids and proposals to ensure compliance with:\nIntelligence Community contract requirements\n\nSecurity classification guidance\n\nU.S. Government and company policies and procedures\n\nLead complex subcontract negotiations of terms and conditions, pricing, milestones, and other key elements for the procurement of equipment, systems, software, and services in support of IC missions.\n\nAdminister a variety of subcontract types in the Intelligence Community environment, including:\nCost Plus\n\nFirm Fixed Price (FFP)\n\nTime & Materials (T&M)\n\nLabor Hour\n\nIndefinite Delivery/Indefinite Quantity (IDIQ)\n\nCommercial agreements\n\nDevelop and apply supplier evaluation criteria specific to IC requirements, including:\nFacility and personnel clearance levels\n\nForeign ownership, control, or influence (FOCI) considerations\n\nClassified performance history and past performance on national security programs\n\nNegotiate and manage teaming agreements, NDAs, and proprietary data agreements in support of proposal efforts and program execution for IC opportunities.\n\nConduct comprehensive cost and price analysis of bids and proposals in accordance with:\nFAR, DFARS, GSAR\n\nIntelligence Community acquisition and security policies\n\nTINA requirements and other applicable regulations\n\nAdvise program management and leadership on:\nContractual rights and obligations\n\nRisk identification and mitigation strategies specific to IC programs\n\nFlow-down of prime contract, security, and information assurance requirements\n\nEnsure all subcontract documentation is compliant with:\nParsons policies and procedures\n\nCPSR (Contractor Purchasing System Review) requirements\n\nApplicable IC, DoD, and agency-specific acquisition and security requirements\n\nOversee subcontractor setup processes, including:\nVerification of appropriate facility and personnel clearances\n\nCollection of required security, export control, and compliance documentation\n\nSubmission and tracking of approvals in coordination with Security and Compliance\n\nMaintain awareness of regulatory and policy changes affecting IC procurement, including:\nFAR, DFAR, GSAR\n\nIntelligence Community acquisition policies and directives\n\nNISPOM and related security requirements, in coordination with Security\n\nProvide leadership, direction, and training to assigned professional staff, including:\nCoaching and mentoring junior subcontract administrators working on IC programs\n\nSharing best practices for working in classified and sensitive environments\n\nPrepare, maintain, and audit accurate tracking records and subcontract files that support:\nCPSR and internal audit requirements\n\nSecurity and export control compliance\n\nTimely payment, funding, and closeout\n\nPrepare reports and contractual correspondence for:\nProject and program management\n\nInternal leadership\n\nGovernment customers, as required\n\nConduct periodic on-site and/or classified facility reviews of subcontractor staffing, security, and performance compliance, in coordination with Program Management and Security.\n\nAttend and participate in weekly and monthly Project Management Review (PMR) and program reviews, including those held in classified environments as required by the customer.\n\nWhat Required Skills You'll Bring:\nBachelor’s degree in Business Administration, Supply Chain, Contracts, or a related field.\n\nMinimum of 6 years of relevant experience in procurement and subcontract administration, preferably supporting:\nIntelligence Community\n\nDepartment of Defense (DoD)\n\nNational security or sensitive government programs\n\nDemonstrated ability to lead and support:\nRFPs and RFQs\n\nSubcontract negotiations\n\nPre-award meetings\n\nSubcontract award and finalization on complex federal/IC efforts\n\nStrong knowledge of various contract types, including:\nFFP, FFP LOE\n\nCPFF and other cost-reimbursable types\n\nT&M and Labor Hour\n\nIDIQ\n\nGWACs and other multiple-award vehicles\n\nCommercial contracts under FAR Part 12\n\nExperience with:\nCPSR compliance and purchasing system requirements\n\nCorporate procurement policies and processes\n\nFlow-down of prime contract and security requirements on IC or DoD programs\n\nIn-depth understanding of:\nFAR, DFAR, GSAR\n\nTINA requirements\n\nAssociated clauses and provisions commonly used in IC/DoD contracts\n\nProven ability to work effectively in a classified environment, including coordination with:\nProgram Security Officers\n\nFacility Security Officers (FSOs)\n\nInformation Assurance/IT personnel\n\nExcellent written and verbal communication skills, with the ability to:\nInteract confidently with program managers, contracts, legal, security, finance, and supply chain\n\nInterface professionally with government contracting officers, CORs, and IC customer representatives\n\nStrong organizational and time management skills; ability to manage multiple concurrent IC programs and priorities in a fast-paced, deadline-driven environment.\n\nAbility to work independently and collaboratively as part of an integrated program team supporting national security missions.\n\nU.S. citizenship and active TS/SCI clearance required\nPolygraph may be required or preferred, depending on customer/program requirements.\n\nWhat Desired Skills You'll Bring:\nExperience negotiating and managing subcontracts for Intelligence Community, DoD, and other federal national security clients, including support to:\nSensitive compartmented information (SCI) programs\n\nSpecial access or highly controlled environments\n\nFamiliarity with Deltek Costpoint or similar ERP/procurement software used in a cleared government contracting environment.\n\nExperience supporting:\nMajor proposal efforts to IC customers\n\nTransition and startup of new IC programs\n\nMulti-tier subcontractor environments with cleared teammates\n\n Security Clearance Requirement:\nAn active Top Secret SCI security clearance
