In this role you will get to serve our best clients in the industry to deliver challenging NEPA/PD&E projects.\nWe are seeking candidates that possess the following:\nTechnical expertise in the NEPA process and one or more of its disciplines.\n\nExperience with the highway/bridge sector, specifically with Florida DOT projects, is strongly preferred.\n\nOrganizational skills to be responsible for leading and delivering environmental tasks/projects.\n\nCommitment to working in a team environment and providing leadership to other staff.\n\nA relationship-builder that brings an attitude of partnership with our clients.\n\nCandidates MUST live within a commutable distance of a Parsons office location within Florida or be willing to relocate.\nWhat You'll Be Doing:\nUtilize industry experience and knowledge of client to assist with pursuit strategies\n\nIdentify key pursuits\n\nLead pursuit efforts (pre-sale, teaming, proposal, interview, presentations, etc.)\n\nScope development/refinement\n\nNegotiations\n\nTeam (internal/external) collaboration and coordination during project delivery\n\nLeading internal/external progress meetings\n\nManagement of scope, schedule, and budget\n\nIdentification of opportunities for follow-up work\n\nWhat Required Skills You'll Bring:\nIncumbent must possess experience in delivering Major FDOT NEPA/PD&E projects such as new alignment, new interchange, interchange modifications, major capacity, reconstruction and bridge replacements\n\nCandidates for this role should have previous experience in delivering projects from concept to LDCA for Type 1 and Type 2 CEs, EA’s and/or EIS’s\n\nDemonstrated experience identifying and targeting NEPA/PD&E Pursuits\n\nDemonstrated experience leading pursuit efforts including development of teaming, critical path schedule, and innovative ideas that will result in a win.\n\nExperience executing the NEPA/PD&E work including serving as PM and client interface and coordination with all NEPA/PD&E disciplines/subs to ensure smooth delivery of the project on time and within budget.\n\nPrevious experience negotiating NEPA/PD&E contracts with the client and subs including development of staff hour estimates, detailed schedule commitments, and fee proposals.\n\nBachelor's Degree in Engineering or related technical/business field and typically 12+ years of related work experience is required.\n\nProven ability to perform in a management capacity.\n\nExcellent writing and oral communications skills.\n\nStrong business acumen and proven experience in management of staff resulting in profitable projects and favorable FDOT grades.\n\nReport development skills.\n\nWhat Desired Skills You'll Bring\nProfessional registration in the State of Florida.\n\nIn-depth knowledge of FDOT PD&E Manual, and associated state and federal guidelines/requirements such as ETDM, EST, SWEPT, PSEE, LRE, etc.\n\nGraphics development.\n\nFinal Design experience.\n\n Security Clearance Requirement:\nNoneThis position is part of our Critical Infrastructure team.For more than 80 years, our experts have designed and delivered the critical infrastructure that connects and protects communities around the world.
