With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.\nPATH is implementing a large, complex global health project that requires timely monitoring of program performance, financial health, and milestone achievement across multiple countries and workstreams. Data relevant to project management currently resides across several systems, including internal project reporting tools, BusinessWorld, Salesforce, monitoring and evaluation (M&E) systems, and other organizational data sources.\nTo strengthen data-driven decision-making, PATH seeks a short-term consultant to design and develop a suite of Power BI dashboards and reporting tools that integrate data from multiple systems and provide actionable insights for project teams, financial managers, and executive leadership.\nPurpose of the Consultancy\nThe Power BI / Business Intelligence Analyst will design and develop automated business intelligence solutions that consolidate project performance, operational, and financial data into interactive dashboards and reporting products. The consultant will work closely with project leadership, Finance, the Office of Grants and Contracts (OGC), and the project Monitoring, Evaluation, and Learning (MEL) team to create dashboards that support monitoring, forecasting, and decision-making at multiple organizational levels.\nThe consultant will help establish a sustainable reporting architecture that enables users to monitor performance against targets, track expenditures against budgets, forecast future spending and performance trends, and identify risks to project delivery and financial health.\nScope of Work\nBusiness Requirements and Stakeholder Engagement\nConduct consultations with project leadership, Finance, and MEL staff to understand reporting requirements, key performance indicators (KPIs), and decision-making needs.\nReview existing reporting systems, data sources, and dashboards.\nDevelop data visualization tailored to different stakeholder audiences.\nRecommend dashboard architecture and reporting approaches that support ongoing decision-making and performance management.\nData Integration and Dashboard Development\nDesign and develop Power BI dashboards that integrate data from:BusinessWorld\nSalesforce\nInternal project reporting systems\nMonitoring and evaluation databases\nBudget and financial management tools\nOther approved data sources as needed\n\nEstablish automated or semi-automated data refresh processes where feasible.\nDevelop a data model that enables accurate, consistent reporting across systems.\nCreate user-friendly visualizations, drill-down functionality, and interactive reporting features.\nPerformance and Financial Monitoring and Forecasting\nWith guidance from the project leadership (Project Director, MEL Director, Senior Advisor Performance, and the Director of Finance and Administration):Develop dashboards that monitor:Project performance against targets\nMilestone achievement and implementation progress\nCountry and workstream performance\nKey MEL indicators\nOperational risks and implementation bottlenecks\n\nAssist the Performance Team in the design and visualization of forecasting tools that enable project teams to: Project future performance against targets\nIdentify performance gaps and areas requiring corrective action\nMonitor trends over time\n\nDevelop dashboards and analytical tools that support:Budget monitoring\nBurn-rate analysis\nRevenue tracking\nExpenditure forecasting\nFinancial risk monitoring\nVariance analysis\nCost center and country-level financial performance reviews\n\nEstablish alert system whereby emails or DMs are triggered at defined thresholds\nCreate executive-level financial summaries that facilitate strategic decision-making.\n\nKnowledge Transfer and Documentation\nDevelop technical documentation outlining dashboard architecture, data sources, and maintenance requirements.\nConduct demonstrations and training sessions for PATH staff.\nProvide recommendations for long-term dashboard maintenance and enhancement.\nDeliverables\nThe consultant will produce the following deliverables:\nRequirements Assessment and Dashboard Design PlanSummary of stakeholder requirements.\nDashboard architecture and reporting framework.\n\nPower BI Data Model and Data Integration FrameworkDocumentation of data sources, transformations, and refresh processes.\n\nOperational Dashboard SuitePerformance monitoring dashboards for project and MEL teams.\nFinancial health and budget monitoring dashboards.\nExecutive leadership dashboard with high-level performance and financial metrics.\n\nForecasting and Scenario Analysis ToolsPerformance forecasting models.\nBudget and expenditure forecasting dashboards.\n\nDocumentation and User GuidesTechnical documentation and dashboard maintenance guidance.\n\nTraining and HandoverTraining sessions for designated PATH staff.\nFinal handover package.\n\nRequired Qualifications\nBachelor's degree in Business Analytics, Information Systems, Computer Science, Statistics, Finance, Public Health, or a related field.\nMinimum 5 years of experience developing business intelligence solutions and dashboards.\nAdvanced proficiency in Microsoft Power BI, including DAX, Power Query, data modeling, and dashboard design.\nDemonstrated experience integrating data from multiple enterprise systems and databases.\nRequired experience working with BusinessWorld financial systems and reporting environments.\nExperience working with Salesforce data and reporting structures.\nExperience developing financial forecasting and performance management dashboards.\nStrong analytical, data visualization, and problem-solving skills.\nExcellent communication and stakeholder engagement skills.\nPreferred Qualifications\nExperience supporting donor-funded projects or large, complex international programs.\nExperience working with monitoring and evaluation data systems.\nExperience in global health, public health, or international development programs.\nFamiliarity with milestone-based awards, performance management frameworks, and financial risk monitoring.\nLevel of Effort\nThe anticipated level of effort is approximately 40-60 consulting days over a period of 3-5 months.
