With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.\nAbout the Project\nThere have been persistent efforts focused on improving primary healthcare (PHC) and overcoming the hurdles of low coverage and poor quality of health services through several Digital Health interventions. However, majority of these initiatives are designed with very specific clinical or administrative purposes and lack a comprehensive ecosystem approach resulting in multiple applications and digital portals in use for their health system. This cascades into poor accountability and performance, time and resource wastage, lack of continuum of care, and low coverage of health services, resulting in poor health outcomes.\nPATH is supporting the state of Maharashtra with digitization of primary level of care and health service delivery in select districts. The project intends to demonstrate end to end digitization in healthcare and develop a digital saturation model at district level, leveraging fit for purpose digital solutions/interventions through the use case of improving reproductive, maternal and child health service delivery indicators. The district saturation model will include coverage across rural & urban areas and service delivery across public and private sectors. The focus will be on digitizing healthcare facilities, community health initiatives/programs and deploying innovations for accelerating service delivery across continuum of care. The project aims to form a digitally competent health workforce, improve access to health and systems-level data for resource planning and management, enable creation of longitudinal health records for patients, and enable interoperability of digital systems across healthcare facilities. This will result in data-driven decision-making leading to improved access and service coverage, citizen empowerment, quality care, and enhanced healthcare provider accountability. These positive health outcomes, complemented by favorable policies, governance support, local leadership, and partnerships, will accelerate Universal Health Coverage (UHC).\nTitle: Program Officer -Digital PHC, Mumbai\nLocation: Mumbai, Maharashtra\nResponsibilities:\nManage project teams and other stakeholders at the district and block levels\nWork closely and build collaborative relationships with state, district and block level stakeholders for project implementation.\nCoordinate and participate in the state planning and review meetings to ensure smooth implementation of project activities.\nWork closely with senior state and district officials for TA support\nPlan project activities in coordination with PATH Delhi team\nSupervise and facilitate capacity building activities for state and district officials, Medical Officers, ASHAs, ANMs and others as per project requirements\nHave command over data analysis, and have good presentation skills\nSupport finalization of IEC-BCC plan and translations, where required\nClosely work with the project team for implementation of Comprehensive Primary Health Care application, other digital health solutions, UAT, tracking and escalation of day-to-day issues\nAccelerate and monitor adoption of ABDM by stakeholders\nTrack, monitor and review field activities and field observations for project reports\nLead documentation of project activities and updates\nTrack and manage project activities and deliverables to achieve agreed outcomes in the state. Further, identify and develop mitigation strategies to manage project interdependencies\nDay to day liaison with state and district level administration for smooth implementation of the program as well as interdepartmental coordination.\nTravel to project sites for implementation and supervision of project activities\nUndertake other tasks which may be assigned from time to time\nEducation Qualification, Experience and Required Skills\nMinimum of 6-8 years of experience and demonstrated skills in public health program management (experience in digital health projects preferable)\nMaster’s degree in management or public health from a reputable graduate school.\nDemonstrated experience of working with state and district level government health departments, preferably in Maharashtra\nTechnical knowledge and field experience of planning and implementation of public health programs, especially RMNCH and health systems strengthening in Maharashtra\nFamiliarity with Indian public health system, flagship initiatives in health sector and relevant government policies/ strategies particularly NHM, Ayushman Bharat Health & Wellness Centers, ABDM, National Health Programs etc.\nDemonstrated experience in leading people and projects at a strategic and operational level\nProven ability to multi-task and collaborate work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels.\nAbility to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.\nExcellent analytical, communication, presentation and report writing skills.\nExcellent skills in facilitation, team building and coordination.\nDemonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.\nExcellent command over MS Office applications, especially MS Word, MS Excel, and MS PowerPoint\nFluency in English, Hindi and Marathi is essential\nExtremely detail-oriented, with the ability to communicate effectively.\nStrong interpersonal and organizational skills.\nDemonstrated ability to work effectively in a multi-site organization and in a team-based structure.\nProven effectiveness while working in a team-based environment, but capable also of working independently.\nAbility to develop productive working
