About the Position

PATH is seeking a Senior Program Officer - Climate Health to lead research, planning, and technical implementation at the intersection of urban development, climate change, and health systems strengthening. The SPO will work with national and state teams, as well as urban local bodies and city-level agencies, to build climate-resilient health infrastructure and institutional systems, drawing on urban planning, climate adaptation, and heat-health governance expertise, across intervention geographies.

Responsibilities

  • Lead technical inputs on urban climate resilience and climate adaptation planning as they relate to public health infrastructure and service delivery.
  • Develop technical guidance, standards, and implementation roadmaps for climate-resilient public infrastructure.
  • Conduct institutional mapping and stakeholder analysis of climate and urban governance bodies to inform program design and partnership strategy.
  • Work closely with national and state teams to develop, implement, and monitor state-specific project activities, including roadmaps, work plans, and technical/donor reports.
  • Support new program and proposal development, including technical narratives, case studies, and evidence-based recommendations grounded in urban planning and climate science.
  • Contribute to capacity-building tools, learning resource packages, and training materials on climate-health integration for state and city-level stakeholders.
  • Document best practices, case studies, and lessons learned from climate-health interventions to inform scale-up and replication.
  • Represent PATH's technical positions in stakeholder consultations, workshops, and expert forums on urban climate and health resilience.
  • Collaborate with PATH's Health Systems Strengthening teams to ensure the integration of climate and urban resilience considerations into broader HSS programming.
  • Travel to project states/cities as required, up to approximately 10-20% of the time.

Required Experience and Qualifications

  • Master's/PG Diploma in Urban and Regional Planning, Climate Change and Sustainable Development, or a closely related discipline.
  • At least 8-10 years of experience in urban planning, climate change adaptation, or climate-health programming, with a demonstrated focus on research, technical advisory, and program implementation.
  • Demonstrated experience applying urban planning and climate risk assessment tools to real-world infrastructure or public health planning.
  • Working knowledge of climate governance frameworks and instruments such as SAPCCs, LT-LEDS, Heat Action Plans, and city-level climate/master plans.
  • Experience contributing to climate-health research, technical reports, or policy reviews is highly desirable.
  • Experience with INGOs, government ministries/urban local bodies, or multilateral/bilateral agencies is preferable.
  • Familiarity with the Indian public health system and relevant national policies (NHM, NUHM, Ayushman Bharat Health & Wellness Centres, PM-ABHIM) is beneficial but secondary to core urban development and climate expertise.

Skills and Abilities

  • Strong technical grounding in urban and regional planning, with the ability to translate spatial/climate data into actionable health-sector recommendations.
  • Self-starter capable of working with a high degree of autonomy and accountability in line with project goals.
  • Strong written and oral communication skills in English.
  • Demonstrated ability to independently liaise with government functionaries, urban local bodies, and development partners.
  • Strong coordination skills and demonstrated ability to work effectively within a matrix organisational structure across technical, program, and state teams.
  • Computer proficiency, including MS Word, Excel, PowerPoint, and mapping/GIS software.
  • Ability to manage multiple technical assignments and deliver high-quality outputs under deadline pressure.
