With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.\nPATH has extensive experience supporting countries to strengthen supply chain systems, improve commodity security, and enhance data-driven decision-making across malaria, maternal, newborn, and child health (MNCH), and other priority health programs.\nPATH seeks a Supply Chain Advisor to support a multi-country global health program funded through a milestone-based award funded by the U.S. Department of State. The Supply Chain Advisor will serve as a member of the project's global management team and lead the development, analysis, and dissemination of supply planning products that strengthen commodity security across multiple countries and health programs.\nThe Supply Chain Advisor will provide technical leadership for forecasting, quantification, and supply planning activities across Burkina Faso, Niger, Senegal, and Ghana. The position will support country teams to strengthen forecasting and supply planning processes, improve data quality, identify and mitigate commodity security risks, and promote effective utilization of the Quantification Analytics Tool (QAT). The Advisor will also lead the production of quarterly aggregated supply planning analyses that support strategic decision-making, donor reporting, and proactive risk management.\nResponsibilities\nGlobal Supply Planning and Commodity Risk Analysis\nLead development and dissemination of a consolidated quarterly aggregated supply plan report across the four project-supported countries, highlighting current and project stockouts, procurement delays, funding gaps, excess stock and expiry risks.\nCollect, validate, analyze, and synthesize forecasting, inventory, procurement, shipment, and consumption data from country teams.\nDevelop and maintain methodologies for identifying and tracking stock-out risks, overstock risks, expiries, pipeline gaps, and funding shortfalls.\nProduce country-level and cross-country analyses of commodity availability for:Malaria commodities\nMNCH commodities (Burkina Faso and Niger only)\n\nPrepare dashboards, risk summaries, and visualization products for internal and donor reporting.\nMonitor supply chain performance indicators and trends to enable proactive risk mitigation and decision-making.\nCollaborate with technical and program teams to ensure data consistency and timely reporting.\nTechnical Assistance and Capacity Strengthening\nProvide ongoing technical support to country teams in Burkina Faso, Niger, Senegal, and Ghana on forecasting, quantification, and supply planning processes.\nSupport quarterly supply planning reviews and stock status assessments.\nFacilitate routine review meetings focused on commodity availability, procurement planning, and supply chain risks.\nStrengthen country capacity to interpret supply chain data and use analytical outputs for decision-making.\nSupport the preparation and review of annual quantification exercises and commodity planning workshops.\nQuantification Analytics Tool (QAT) Support\nServe as a technical resource for implementation and effective use of the Quantification Analytics Tool (QAT).\nSupport country teams in applying appropriate forecasting methodologies, including consumption-based, morbidity-based, demographic, and service statistics forecasting approaches.\nGuide users in developing forecasts, evaluating assumptions, comparing forecasting methods, and selecting final planning scenarios.\nSupport country teams in translation of forecasts into supply plans and monitoring of procurement and delivery schedules.\nProvide technical assistance related to inventory monitoring, stock status analysis, shipment planning, and expiry management within QAT.\nPromote best practices for data management, standardization, and reporting using QAT.\nSupport utilization of QAT interoperability features, data exports, and integrations with procurement and logistics management systems, as appropriate.\nStakeholder Engagement and Knowledge Management\nCoordinate with government stakeholders, implementing partners, procurement agents, donors, and PATH country offices to ensure timely access to critical supply chain data.\nDocument lessons learned, best practices, and recommendations to improve forecasting and supply planning processes.\nContribute to development of guidance documents, standard operating procedures, training materials, and reporting templates.\nSupport donor reporting and technical presentations related to supply chain performance and commodity security.\nRequired Experience and Qualifications\nMaster's degree in Supply Chain Management, Public Health, Pharmacy, Epidemiology, Business Administration, International Development, or a related field, or an equivalent combination of education and experience.\nMinimum of seven years of experience in health supply chain management, forecasting, quantification, and supply planning in low- and middle-income countries.\nDemonstrated experience supporting U.S. Government-funded global health programs.\nExperience supporting commodity planning and supply chain strengthening for malaria programs; experience in additional health areas is desirable.\nStrong analytical skills and demonstrated experience interpreting supply chain, logistics, inventory, procurement, and consumption data.\nExperience facilitating quantification workshops, forecasting reviews, and supply planning exercises.\nAdvanced proficiency in Microsoft Excel and other data analysis tools.\nExperience using forecasting, quantification, and supply planning software platforms, preferably including QAT or comparable tools.\nProfessional fluency in English and French.\nStrong written, verbal, facilitation, and stakeholder engagement skills.\nAbility to work effectively across multiple countries and diverse stakeholder groups.\nWillingness and ability to travel internationally as required.\nMust have legal authorization to work in the country of hire.\nPreferred Experience\nExperience supporting regional or multi-country supply chain programs.\nFamiliarity with systems such as ARTMIS, LMIS, HMIS, Wambo, and related health information systems.\nExperience developing dashboards and using data visualization or business intelligence platforms.\nKnowledge of interoperability approaches, data integration, and API-enabled information exchange.\nExperience working in Sub-Saharan Africa and in humanitarian or fragile settings.\nDemonstrated experience strengthening local capacity and institutionalizing supply chain improvements.\nPATH is a diverse nonprofit organization that creates a culture of collaboration and partnership. For candidates based in the U.S., the annual salary range for this position is $140,000- $ 170,000. The final salary is based on a variety of objective factors.
