This individual will be responsible for overall program management, contract performance, staffing, budgets, schedules, and day-to-day operations.\nThis position will be located in Reston, VA.\nThe selected candidate will lead teams supporting nationwide fingerprinting, badging and background investigation services for the 2028/2030 Census. This role requires someone who has experience managing large federal programs, leading multiple teams, and handling operations that grow significantly based on program needs. Previous USCB/USCB Decennial experience preferred.\nKey responsibilities include:\nManage overall program operations, ensuring contract requirements, schedules, budgets, and performance goals are met.\nServe as the primary point of contact for government representatives, program leadership, and other key stakeholders.\nLead a team of key personnel responsible for technical solutions, implementation, operations, maintenance, and security.\nDevelop and maintain program plans, schedules, reporting processes, and performance metrics.\nOversee program budgets, financial reporting, funding, forecasting, and earned value management.\nManage subcontractors and teaming partners to ensure program requirements and deliverables are met.\nWork with recruiting and operations teams to develop staffing plans and support hiring needs throughout the program.\nOversee field operations across multiple locations and sites.\nIdentify program risks, address issues, and develop solutions to keep operations on track.\nTrack program milestones and coordinate schedules with the government and other contractors.\nProvide regular updates to government leadership on program performance, staffing, budgets, and operational activities.\nEnsure program deliverables meet contractual requirements.\nSupport compliance with government security, privacy, and data protection requirements.\nLead program transition and closeout activities, including staffing reductions, documentation, and system decommissioning.\nQualifications\nRequired Qualifications:\nBachelor's degree in Management, Information Systems, or a related field.\nUS Citizenship.\nAbility to obtain and maintain a Public Trust clearance.\nMinimum of 15 years of professional experience, including at least 10 years managing large, geographically dispersed, programs.\nExperience managing scalable programs that require significant staffing onboarding and offboarding.\nExperience managing federal contracts, subcontractors, and multiple functional teams.\nExperience managing program risk, budgets, schedules, staffing, and contract deliverables.\nPreferred Qualifications:\nPrevious experience supporting the U.S. Census Bureau or Decennial Census programs.\nExperience with GSA, Multiple Award, OLM, and BPAs.\nProject Management Professional (PMP) certification.\nExperience with biometric capture, identity management, and background investigations programs.\nKnowledge of OPM suitability requirements.\nTarget Salary Range\n$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
