Technical Cybersecurity Manager

Peraton is seeking a Technical Cybersecurity Manager in our Linthicum, MD office in support of our Department of Defense (DoD) customer as part of a highly talented, highly motivated, and high-performing team. DUTIES AND RESPONSIBILITIES

Cyber Operations Planning & Strategy

• Develops detailed plans for the support of a range of cyber operations through collaboration with planners, operators, analysts, and military leadership.
• Participates in targeting selection, validation, synchronization, integration, and execution of cyber activities.
• Analyzes, reviews, and monitors strategies, doctrine, policies, and other directives to ensure compliance with mandated regulations from both the government at large and the military customer.
• Develops, reviews, and applies specific cyber operations guidance for integration into broader planning activities.
• Provides input to stakeholders for the development and refinement of cyber operations objectives, priorities, strategies, plans, and programs.
• Reviews, approves, prioritizes, and submits operational requirements for research, development, and/or acquisition of cyber capabilities.
• Provides input into the administrative and logistical elements of an operational support plan.
• Applies knowledge of cybersecurity principles, operations security, cyber threats and vulnerabilities, and national regulations, policies, and ethics as they relate to cybersecurity.
• Assists in developing new approaches to improve organizational framework through the coordination and integration of staff processes.
• May work in the financial sphere to assist with planning goals, programming objectives, and may be responsible for preparing real-time data for leadership.

Technical Information Assurance & Cybersecurity Engineering

• Provides technical and programmatic information assurance services to internal and external customers in support of network and information security systems.
• Designs, develops, and implements security requirements within the organization's business processes and system architectures.
• Prepares documentation from information obtained from customers using accepted guidelines and established security standards.
• Prepares security test and evaluation plans in support of system certification and accreditation activities.
• Provides certification and accreditation support in the development of security and contingency plans; conducts complex risk and vulnerability assessments.
• Analyzes policies and procedures against Federal laws and regulations; provides recommendations for closing identified gaps.
• Recommends system enhancements to improve security deficiencies and reduce overall risk posture.
• Develops, tests, and integrates computer and network security tools to strengthen defensive capabilities.
• Secures system configurations and installs security tools; scans systems to determine compliance, reports results, and evaluates products and aspects of system administration.
• Conducts security program audits and develops solutions to lessen identified risks.
• Provides information assurance support for the development and implementation of security architectures to meet new and evolving security requirements.
• Provides assistance in computer incident investigations and response activities.
• Performs vulnerability assessments including the development of risk mitigation strategies.
• Ensures ISO/IEC and NIST standards and guidance are followed across all technical deliverables and system implementations.

Inter-Agency Coordination & Stakeholder Engagement

• Assists and advises inter-agency partners in identifying and developing Standard Operating Procedures (SOPs) for operational support in achievement of organizational objectives.
• Collaborates with internal and external stakeholders to leverage analytical and technical expertise to ensure mission goals are met.
• Serves as a technical translator and communication link between non-technical business stakeholders, DoD customers, and technical engineering teams.
• Leverages prior military experience and a deep understanding of military hierarchy and leadership to effectively engage military customers and DoD partners.
• Drafts and provides briefings, information/decision papers, policy documents, staffing packages, letters, memorandums, and official multimedia correspondence.
• Coordinates with government CISO and CIO to report on cybersecurity performance metrics, risk posture, audit findings, and program compliance status.

Technical Leadership & Project Management

• Leads large and small technical cybersecurity projects from requirements gathering and analysis through design, implementation, testing, and delivery.
• Provides technical leadership, mentorship, and analytical guidance to cybersecurity project teams.
• Recommends and takes action to direct the analysis and solutioning of complex technical cybersecurity problems.
• Manages the technical direction of projects to satisfy business performance objectives and contractual requirements.
• Directs and supervises support resources (direct hires and subcontractors) in accordance with contract requirements, company policies, procedures, and guidelines.
• Prepares and approves Standard Operating Procedures, Protocols, and other technical documentation.
• Provides strategic oversight for cloud security initiatives (AWS/Azure) and modern infrastructure practices that support digital forensics and threat analysis platforms.
• Evaluates proposed architectural solutions for scalability, security, and integration in alignment with federal and DoD security frameworks and zero-trust principles.
• Ensures all team deliverables comply with federal/DoD security frameworks, RMF, NIST SP 800-53, and zero-trust principles.
• Manages, coordinates, and resolves project issues, decisions, and risks across the cybersecurity team.
• Monitors and reports progress against plans through final acceptance and signoff.
• Oversees topology and diagramming activities including the creation and updating of logical network diagrams, physical infrastructure diagrams, and rack elevations in support of the enterprise environment.

Personnel Management

• Plans, assigns, and directs work across the technical cybersecurity team; adjusts assignments and schedules to maintain adequate staffing levels.
• Selects, trains, and evaluates performance of cybersecurity personnel; prioritizes activities to optimize personnel and system performance.
• Addresses employee performance and implements corrective action plans as needed.
• Motivates team members and administers rewards and recognition in alignment with program standards.
• Fosters an environment of continuous professional development and high-performance delivery.

Qualifications

Mandatory Qualifications

• 10 years of experience, may have supervisory or lead experience.
• Active Top Secret clearance with SCI eligibility required.
• Demonstrated experience managing technical cybersecurity or information assurance teams in an enterprise or DoD environment.
• Well-versed in best practices for cybersecurity program standards, processes, and procedures compliance; demonstrated expert working knowledge of NIST SP 800-53, NIST SP 800-53A, AFPD 17-1, and AFI 17-130, Cybersecurity Program Management.
• Experience writing security policies and procedures, Cyber Security Strategy (CSS), System Security Plan (SSP), System Security and Privacy Plan (SSPP), and assessing all ATO package artifacts.
• Demonstrated strong written and verbal communication skills.
• Demonstrated strong customer and partner relationship-building skills.
• Prior military experience and deep understanding of military hierarchy and leadership strongly preferred.

Desired Qualifications

• A degree in one of the following fieldss highly desired: Information Technology, Cybersecurity, Computer Science, Software Engineering, or Information Systems.
• One or more of the following active certifications is highly desired: CISSP, CISM, CISSP-ISSMP, FITSP-M, GCIA, GCIH, GICSP, or GSLC.
• Experience transitioning from RMF v4 to v5.
• Familiarity with cloud computing platforms such as AWS and Azure, including security architecture in cloud environments.
• Experience with TASKORDS, OPORDS, and related military planning and operations documents.
• Demonstrated experience with DevSecOps, CI/CD pipelines, and containerization security (Kubernetes/Docker).
• Experience building and implementing data strategies, security data lakes, and AI/ML-driven cybersecurity capabilities.
• Familiarity with Retrieval-Augmented Generation (RAG) and large language model (LLM) pipelines in support of government-directed AI use cases.
• Experience in financial planning, programming objectives, and preparing real-time data for senior leadership.
• Scaled Agile Framework (SAFe) or Project Management Professional (PMP) certification preferred.

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
