This role will bridge technical teams with stakeholders, ensuring data accuracy while blending data expertise with leadership to drive actionable insights. The unit is overarching responsible for ensuring the high quality data used for performance management and analytics, with particular emphasis on ensuring the quality of data shared with clients and external stakeholders, in coordination project and unit managers. The Manager leads and mentors a unit of data professionals to drive performance management, process improvement, and actionable insights across PFSCM.\nSpecific responsibilities\nTeam Leadership and Project Management\nManage, mentor, and develop the Data Analytics & Reporting team, establishing clear workflows, setting performance targets, and conducting regular evaluations.\nOversee the intake, prioritization, and execution pipeline for all analytics, automation, dashboarding, and ad-hoc reporting requests across all business units.\nBuild organizational capability in data usage, assisting units in leveraging PFSCM’s BI tools to foster a data-driven culture.\nStrategy and Business Intelligence (BI) Development\nDefine and execute company-wide strategies for data collection, metric definitions (KPIs), and performance reporting.\nLead the strategic design, configuration, implementation, and long-term maintenance of the enterprise BI platform (Power BI) in close coordination with IT.\nEvolve analytics interfaces and reporting tools to align with changing organizational and donor needs.\nData Governance\nEstablish and maintain a fit-for-purpose PFSCM Data Governance Framework to standardize data definitions, access controls, and data management practices.\nOversee data integration initiatives in partnership with IT, data engineering, and data warehousing teams.\nDefine data validation controls and quality assurance audits to ensure the integrity of internal metrics and external client-facing reports.\nAdvanced Reporting and Automation\nOversee the generation and distribution of executive scorecards, standard performance dashboards, and monthly/quarterly donor reports.\nLead process automation initiatives to streamline manual data extraction and reporting workflows.\nEnsure compliance with regulatory, audit, and quality management system (QMS) requirements.\nStakeholder Communication and Data Storytelling\nConsult with cross-functional leadership (Finance, PPM Operations, Logistics, Sourcing, BD) to gather analytical requirements and establish aligned metrics.\nTranslate complex statistical and operational data into clear, visual business insights for Senior Management.\nAdvocate for data-backed operational changes, identifying bottlenecks, cost-saving opportunities, and risk exposure.\nOther duties as assigned.\nQualifications\nProfessional and Technical Knowledge\nBachelor’s degree in Data Analytics, Mathematics, Business Administration, Computer Science, Engineering, or related quantitative field; Master’s degree preferred.\n8+ years of substantive experience in data analytics, performance management, strategic planning, and measures development.\nProven track record of developing and implementing organizational data governance frameworks.\nDemonstrated leadership experience in recruiting, managing, and mentoring technical analytics teams.\nExperience in global health, international supply chain systems, logistics, or international development environments highly desired.\nAdvanced proficiency in enterprise BI tools (Power BI), SQL, and Microsoft Office Suite (advanced Excel).\nExperience working with data warehousing concepts, ETL processes, and ERP environments.\nStrong project management skills; PMP certification or Lean Six Sigma experience is a plus.\nMust be eligible to work in the Netherlands.\nInterpersonal skills/Communication \nExcellent written and verbal communication skills in English; ability to present complex technical data clearly to non-technical executive audiences.\nPriority Setting, Problem Solving, & Detail Orientation \nStrong action management, problem-solving, initiative, and sound judgment under tight deadlines.\nLeadership/Strategic Thinking\nStrong action management including the ability to manage projects in the most cost-efficient manner; resourcefulness, initiative, maturity of judgement, and the ability to make sound decisions under pressing conditions.\nExceptional attention to detail and accuracy.\nStrong team player willing to take ownership and build relationships.\nDisclaimer:\nPFSCM is committed to providing equal employment opportunities for all qualified applicants and employees and to fostering a workplace free from discrimination.
