In this role, PHMC manages a network of approximately 60 organizations operating more than 160 OST programs throughout the City. The OCF OST Program serves approximately 9,500 youth in grades K-12 within a variety of settings. OCF demands high-quality OST programming that improves life skills, increases academic engagement, and prepares youth for higher education and employment.\nThe OST Youth Workforce Coordinator supports participation in career-connected learning experiences for youth enrolled in the OCF-funded Out-of-School-Time high school programs. This role implements systems across funded provider agencies to ensure timely, accurate payment of youth stipends and completion of required documentation to support youth work site placements, including agreements, clearances, and youth W-9s. In addition, the workforce coordinator will facilitate successful Career Connected Learning (C2L) experiences by working with OST provider agencies to resolve questions or emergent concerns. The Youth Workforce Coordinator will support system efficiency by identifying opportunities to align processes and materials with those developed by C2L partners and will generate reports to support the creation of system-wide datasets on C2L participation. The Youth Workforce Coordinator collaborates with members of the OST operations and program teams. The Youth Workforce Coordinator is the primary point of contact with vendors associated with youth payment and clearances. This position requires office- and field-based activities and reports to the OST Senior Operations Manager.\nRESPONSIBILITIES:\nFacilitate youth participation in C2L experiences by ensuring the completion of W-9’s and clearances, as needed\nEnsure the completion of clearances for worksite supervisors\nMaintain and enhance the tracking system used to monitor the completion of the C2L placement process, including worksite placement, worksite agreement status, youth clearance status, and worksite supervisor clearance status\nServe as the liaison with PHMC accounting and HR departments to support student payment tracking, issuing 1099s, and review of clearances.\nProvide system navigation support to youth, worksite supervisors, and OST providers to resolve questions and emergent issues\nUse reports, tracking tools, and targeted communications to ensure OST operations and program staff have access to relevant information on C2L activity status\nTimely and accurate data entry to ensure up-to-date information is available in the data systems used for C2L operations\nIssue and monitor the execution of worksite agreements\nIssue payment requests to youth stipend vendor to ensure timely and accurate payment of youth stipends\nSupport resolution of issues associated with youth debit cards\nPrepare quantitative and narrative content to support regular and ad hoc reporting\nPerform other OST-related duties or special projects as directed by supervisor\nAnalyze individual, segmented, and aggregate operations data to identify trends and generate recommendations to improve CCL-related activities\nParticipate in community events, conferences, and trainings\nTypical duties will occur Monday-Friday between 9:00 am and 5:00 pm\nSKILLS:\nKnowledge of administrative principles and practices related to contracts, invoicing, and payment systems\nExcellent customer service and interpersonal skills - experience effectively engaging with youth is highly preferred\nKnowledge of the principles, practices, and methods of youth workforce development\nExcellent oral and written communication skills\nHighly organized\nAbility to work independently\nAbility to meet deadlines\nTechnologically proficient, specifically in Microsoft Word, Excel, PowerPoint, and Outlook, with capacity to utilize data management systems; advanced skills in Excel preferred\nExperience working in a fast-paced environment with flexibility and adaptability in work style and schedule\nInvestigative, administrative, documentation, compliance, data, and problem-solving skill sets are highly desirable\nEXPERIENCE:\nMinimum three (3) years of administrative or operations experience working with organizations serving children and youth.\nExperience working with contracts, fiscal tracking, and customer relationship management.\nExperience with career preparation or workforce programming for youth, teens, and opportunity youth.\nEDUCATION REQUIREMENT:\nBachelor’s degree in education, public health, public policy, youth development, or a related field in program management.
