This role serves as the end-to-end process owner for contingent worker engagement, contract governance, supplier management, operational execution, compliance oversight, and technology enablement.\nThe successful candidate will partner closely with Legal, Finance, Technology, Human Resources, and business stakeholders to ensure contingent workforce engagements are managed consistently, efficiently, and in compliance with all applicable legal, regulatory, and policy requirements across jurisdictions.\nThis role combines operational excellence, risk management, vendor governance, and technology administration to deliver a scalable, best-in-class contingent workforce program.\nKey Responsibilities\nGlobal Contingent Workforce Program Management\nServe as the global process owner for PIMCO's contingent workforce program.\nManage the full lifecycle of contingent worker engagements, including but not limited to:Intake and sourcing requests\nInterview coordination\nBusiness approvals as needed\nContract initiation and execution\nWorker onboarding\nProfile setup and system provisioning\nAssignment extensions and modifications\nOffboarding and termination activities\n\nDevelop and maintain a globally consistent operating model for contingent workforce management.\nDrive continuous improvement initiatives that enhance efficiency, governance, risk mitigation, and user experience.\nContract Management and Procurement Governance\nDraft, negotiate, and administer contingent workforce contracts globally.\nManage a diverse portfolio of workforce-related agreements, including:Staffing agency agreements\nStatement of Work (SOW) engagements\nManaged service provider (MSP) arrangements\nIndependent consultant agreements\nProfessional services and consulting contracts\n\nPartner with Legal to ensure contracts appropriately address regulatory, co-employment, data privacy, confidentiality, intellectual property, and risk considerations.\nEstablish and maintain contract standards, templates, and governance frameworks.\nVendor and Supplier Management\nServe as the primary relationship manager for contingent workforce suppliers and service providers.\nConduct supplier performance reviews and business assessments.\nMonitor vendor compliance, service levels, contract obligations, and operational performance.\nSupport procurement-driven sourcing and competitive bidding activities when appropriate.\nDrive supplier rationalization and cost optimization initiatives.\nCompliance and Risk Management\nPartner with Legal and Compliance to develop and maintain contingent workforce policies and procedures.\nIdentify, assess, and mitigate contingent workforce risks.\nMaintain governance controls that support audit readiness and regulatory compliance.\nLead remediation efforts for identified compliance gaps and operational risks.\nTechnology and Systems Administration\nManage and oversee the Contingent Worker Hub and Beeline platforms with associated workflow tools.\nAdminister contingent worker lifecycle transactions and maintain records, including:Profile creation\nData maintenance\nAssignment extensions\nWorker transfers\nTerminations\nAccess-related updates\n\nPartner with Technology teams to optimize system configurations, integrations, automation, and reporting capabilities.\nLeverage platforms such as Workday, ServiceNow, vendor management systems (VMS), and procurement technologies to improve operational effectiveness. The firm's contingent worker processes utilize Beeline, ServiceNow, and Workday-integrated workflows for onboarding, extensions, data changes, and terminations.\nOperational Excellence and Case Management\nManage day-to-day contingent workforce case management operational activities and escalations through ServiceNow and Beeline.\nEstablish service-level agreements (SLAs), performance metrics, and operational controls.\nEnsure timely completion of onboarding, extensions, data changes, and terminations.\nMonitor operational KPIs and identify opportunities for automation and process simplification.\nSupport audit requests, reporting requirements, and management reviews.\nKnowledge Management and Process Governance\nOwn and maintain all contingent workforce process documentation, knowledge articles, training materials, and operating procedures.\nEnsure knowledge bases remain current, accurate, and aligned with policy requirements.\nDevelop manager-facing guidance and self-service resources.\nDrive standardization and continuous process improvement across regions and business units.\nStakeholder Communication and Change Management\nProvide education on contingent workforce policies, procedures, and compliance requirements.\nLead change management efforts associated with program enhancements, technology implementations, and policy updates.\nAct as a trusted advisor to business leaders regarding contingent workforce strategy and governance.\nQualifications\nRequired Experience\n5-10+ years of experience in Strategic Sourcing, Vendor Management, Workforce Management, Operations, or a related field.\nExtensive experience managing contingent workforce programs in a global organization.\nDeep expertise in contingent workforce contracting, supplier governance, and risk management.\nExperience negotiating complex agreements across multiple jurisdictions.\nStrong understanding of co-employment risk, worker classification, labor regulations, and contingent workforce compliance.\nExperience partnering with Legal, Finance, Technology, Human Resources, and business stakeholders.\nExperience developing and implementing scalable operational processes and governance frameworks.\nTechnical Skills\nKnowledge of:Vendor Management Systems (VMS)\nContract lifecycle management platforms\nProcurement and sourcing tools\nSystems (Workday, ServiceNow)\n\nStrong reporting and analytical capabilities.\nExperience with workflow automation and process optimization initiatives.\nPreferred Qualifications\nBachelor's degree in Business, Supply Chain, Procurement, Finance, or related discipline.\nMaster's degree preferred.\nProfessional certifications such as:CPSM (Certified Professional in Supply Management)\nCIPS (Chartered Institute of Procurement & Supply)\nCertified Contingent Workforce Professional (CCWP)\nPMP (Project Management Professional)\n\nPIMCO follows a total compensation approach when rewarding employees which includes a base salary and a discretionary bonus. Base salary is the fixed component of compensation that is determined by core job responsibilities, relevant experience, internal level, and market factors.
