In addition, you will be involved in developing, implementing, and maintaining security protocols, procedures, and policies to protect the organization’s digital assets from cyber threats and vulnerabilities. \n\nKey Responsibilities\n\nLead the development, enhancement, and support of applications, digital solutions, and automation systems aligned with organizational goals.\n\nManage system integrations, deployments, upgrades, and application lifecycle activities, ensuring performance, security, and business continuity.\n\nProvide technical leadership, architecture guidance, coding expertise, and oversight of development initiatives and best practices.\n\nDrive innovation and continuous improvement through process automation, technology roadmaps, and implementation of new solutions.\n\nMaintain technical documentation and support digital transformation and IT operations across country offices.\n\nLead information security governance, cybersecurity strategy, risk management, and compliance across the organization.\n\nOversee the implementation of security frameworks, controls, monitoring, vulnerability management, and incident response processes.\n\nEnsure the security of applications, infrastructure, and systems through secure design, access management, patching, and security technologies.\n\nSupport business continuity, disaster recovery, security awareness, and continuous improvement of the organization’s cybersecurity posture.\n\nEnsure compliance with organizational policies, donor requirements, data protection, and cybersecurity standards.\n\nSupport information security audits, corrective actions, and maintain security documentation, risk registers, and audit records.\n\nMonitor and report on security and application performance metrics through reports and dashboards.\n\nContribute to IT strategy, planning, budgeting, and technology decision-making process.\n\nLead end-user training, system adoption, and cybersecurity awareness initiatives across the organization.\n\nProvide technical guidance on the secure and effective use of organizational systems.\n\nDevelop and deliver training materials, user guides, and awareness programs to support technology and security initiatives.\n\nCollaborate with IT teams and business units to integrate security into systems, projects, and technology initiatives.\n\nProvide technical support and troubleshooting for application development and cybersecurity-related issues.\n\nPromote continuous improvement by applying emerging technologies, security trends, and industry best practices.\n\nPlan International has a robust global policy for Safeguarding and PII policy for Preventing Sexual Harassment Exploitation and Abuse; and Gender Equality and Inclusion principles and Implementation Standards and Guidelines as applicable to your area of responsibility. the scope of work as assigned by your supervisor on need basis.\n\nQualifications:\n\nBachelor’s degree in Information Technology, Computer Science, Cybersecurity, or a related field.\n\nMinimum of 5 years’ experience working in development roles.\n\nExpert knowledge of at least one programming language (PHP Laravel, Vanilla PHP, .Net, React, Typescript, Python, etc)\n\nRelevant certifications (e.g., Certified Information Systems Security Professional (CISSP), Certified Ethical Hacker (CEH), CompTIA Security+, ISO 27001 Certified) are desirable.\n\nExperience with security technologies and tools such as firewalls, IDS/IPS, antivirus software, and encryption tools.\n\nFamiliarity with security frameworks and standards (e.g., ISO/IEC 27001, NIST).\n\nExperience in a non-profit organization or international development sector is a plus.\n\nSkills and Competencies:\n\nStrong software development skills, including proficiency in modern programming languages, frameworks, and software development methodologies.\n\nExperience in full-stack application development, including front-end and back-end technologies.\n\nKnowledge of database design, development, optimization, and administration (MySQL, SQL Server, PostgreSQL, etc.)\n\nExperience with RESTful APIs, web services, and systems integration.\n\nFamiliarity with version control systems such as Git and collaborative development workflows.\n\nStrong technical skills in IT security, including knowledge of network security, application security, and data protection.\n\nHandling insecure environment.\n\nExcellent analytical and problem-solving skills.\n\nStrong communication and interpersonal skills.\n\nAbility to work independently and as part of a team.\n\nStrong organizational and time management
