As we continue expanding our General Building and Prime Design-Build divisions, we are seeking a highly organized, proactive, and execution-focused Preconstruction & Bid Manager to help lead our front-end construction operations.

This role is critical to helping Pramira scale efficiently by improving bid management, subcontractor coordination, procurement planning, project intake, and preconstruction workflows before projects move into field execution.

Position Overview

The Preconstruction & Bid Manager will oversee bid coordination, project intake, subcontractor outreach, procurement planning, estimating support, and project readiness across multiple commercial construction projects throughout California.

This role sits at the intersection of business development, estimating, operations, and project management. The ideal candidate thrives in a fast-paced environment, takes ownership of workflows, drives accountability across teams, and proactively identifies issues before they impact project execution.

The right person is not simply an estimator or coordinator - they are a strong operational leader who helps organize and drive the entire front-end construction process.

Key Responsibilities

Bid Management & Opportunity Intake

  • Manage incoming bid opportunities from clients, developers, brokers, and public/private portals
  • Coordinate project intake and opportunity tracking
  • Support bid/no-bid evaluations with leadership
  • Maintain bid calendars, deadlines, and proposal schedules
  • Organize bid documents, drawings, specifications, and subcontractor distribution
  • Coordinate subcontractor outreach and bid coverage efforts
  • Track proposal progress and ensure timely bid submissions
  • Assist with RFIs, clarifications, and bid communications
  • Maintain visibility into all active pursuits and pipeline activity

Preconstruction Coordination

  • Support preconstruction planning for commercial TI and ground-up projects
  • Review plans, specifications, scopes, and schedules for constructability and execution risks
  • Identify missing information, scope gaps, and coordination issues early
  • Coordinate closely with estimating, operations, and project management teams
  • Assist with project budgeting, scope alignment, and proposal preparation
  • Help ensure projects are fully prepared before turnover to operations

Subcontractor Sourcing & Buyout

  • Lead subcontractor sourcing and RFP efforts across multiple trades
  • Build and maintain strong relationships with subcontractors and suppliers
  • Analyze and level subcontractor bids
  • Identify exclusions, scope gaps, and pricing risks
  • Support subcontractor buyout and contract coordination
  • Track subcontractor responsiveness, pricing competitiveness, manpower availability, and performance

Procurement & Material Coordination

  • Coordinate procurement activities across multiple active projects
  • Track material lead times and identify procurement risks early
  • Coordinate material approvals, ordering, deliveries, and vendor follow-up
  • Resolve procurement-related issues including substitutions, shortages, returns, damaged materials, and credits
  • Ensure procurement schedules align with project execution schedules

Vendor Management & Cost Control

  • Develop and maintain strong vendor and supplier relationships
  • Negotiate pricing and improve purchasing efficiency
  • Support material standardization efforts where appropriate
  • Monitor market pricing trends and material cost fluctuations
  • Support value engineering and cost-saving initiatives

Project Turnover & Operations Handoff

  • Coordinate project handoff from preconstruction into operations
  • Organize turnover meetings between estimating, PMs, superintendents, and operations teams
  • Ensure all project assumptions, budgets, procurement logs, subcontractor commitments, and critical documentation are captured
  • Help improve communication between estimating, preconstruction, and field execution teams

Systems, SOPs & Process Improvement

  • Improve procurement, bidding, and intake workflows
  • Develop SOPs, trackers, templates, and reporting systems
  • Improve visibility and accountability across front-end construction operations
  • Help build scalable operational systems to support company growth

Qualifications

Required Experience

  • 5+ years of experience in:
    • Preconstruction
    • Bid coordination
    • Procurement
    • Estimating support
    • Project engineering
    • Commercial or General Building construction
  • Experience supporting:
    • Commercial tenant improvements
    • Ground-up construction
    • Industrial projects
    • Healthcare or medical office projects
    • Retail and mixed-use projects
  • Experience working for a General Contractor preferred
  • Experience coordinating subcontractors and suppliers within California markets

Technical Knowledge

  • Strong understanding of:
    • Commercial construction methods
    • Building systems and trades
    • Procurement and material coordination
    • Scope review and bid leveling
    • Construction sequencing and scheduling
  • Ability to read and interpret:
    • Architectural drawings
    • Structural plans
    • MEP drawings
    • Specifications
    • Bid packages
