This role focuses on formal requirements elicitation, validation, lifecycle management, and cross-program coherence to ensure operational, regulatory, and architectural alignment.\nThe ideal candidate brings deep experience in structured requirements management methodologies and tools, along with the ability to communicate complex concepts clearly to technical and non-technical stakeholders. Travel may be required.\n Responsibilities include, but not limited to:\nRequirements Elicitation & Documentation\nLead or support formal elicitation, capture, and documentation of capability requirements based on operational and regulatory needs\nCollaborate with stakeholders across the NATO enterprise to identify regulatory constraints and operational drivers impacting capability development\nMaintain version-controlled requirements repositories ensuring traceability throughout the lifecycle\nDocument trade-offs and prioritize functional, non-functional, and regulatory requirements to support effective program delivery\nAnalysis & Validation\nPerform detailed analysis to ensure requirements are clear, complete, consistent, and aligned with program objectives\nFacilitate formal validation processes with stakeholders and approval boards\nIdentify and resolve conflicts, overlaps, and dependencies across capability programs\nImplement quality assurance measures to maintain high standards of requirements documentation\nArchitecture & Strategic Alignment\nEnsure alignment between documented requirements and strategic enterprise architectures\nMaintain coherence and optimization of requirements across capability development programs\nMonitor gaps and cross-program dependencies to support informed decision-making\nCommunication & Briefing\nPresent requirement sets, business processes, and architectural concepts clearly to audiences ranging from end users to senior decision makers\nPrepare and deliver briefings, documentation, and coordination materials to support governance and approval processes\nRequirements\nQualifications\n Minimum 10 years (within the last 15 years) of hands-on experience in business analysis and requirements management\nDemonstrated experience using professional requirements management tools such as Sparx Enterprise Architect, ARIS, Jira, DOORS, or Jama Connect\nProven ability to communicate complex requirements and architectural concepts to non-technical stakeholders\nStrong written and oral communication skills\nProficiency in Microsoft Office Suite and collaboration tools\nUS Citizen\nCurrent US / NATO Member Country Passport\nDesired\nPossess a familiarity with the organization and hierarchy of the Navy rank and grade structure\nPossess a knowledge of Navy terminology\nEducation\nBachelor’s degree in Business Administration, Information Technology, Finance, Data Analytics, or other related field\nCertification or formal training in industry-recognized business analysis methodologies (e.g., IREB, SAFe, IIBA, or comparable)\nClearance\nMust possess and maintain a Secret security clearance\n If you meet these qualifications and are ready to make an impact, we encourage you to apply today!At Prevailance, we recognize that our employees are our greatest asset.
