JOB OVERVIEW

Provide services and support as a Environmental Remediation Services (ERS) (Dive Supervisor) in the Environmental Management Industry Sector focusing on Environmental Services Solutions for clients such as Department of Defense (DoD - USACE) | U.S. Army Corps of Engineers, Northwestern Division, Omaha District (USACE NWO) Area of Responsibility (AOR) Generally Located In CONUS - Ten (10) States: Colorado, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming and across the Mid West Region.

RESPONSIBILITIES AND DUTIES- Dive Supervisor | Environmental Management [USACE034039]

A Dive Supervisor with a background through a DoD Accredited Program and experience in underwater Unexploded Ordnance (UXO) or Explosive Ordnance Disposal (EOD) operations is responsible for overseeing and managing all diving activities related to the detection, identification, and disposal of UXO or EOD tasks underwater. Oversee underwater operations; ensure diver safety; manage diving equipment and procedures. Extensive experience in diving operations; knowledge of safety standards and procedures.

Role in UXO/EOD Operations: The Dive Supervisor plays a crucial role in ensuring that all underwater UXO/EOD operations are conducted safely, efficiently, and in compliance with DoD standards. Their expertise in both diving and ordnance disposal is critical for the success of missions involving the clearance of underwater explosive hazards, making their role indispensable in defense and environmental remediation projects.

Responsibilities and Duties:

Supervision of Dive Operations: Oversee and direct all diving activities, ensuring that divers are safely conducting underwater UXO/EOD operations in compliance with DoD standards and project-specific protocols.

Risk Assessment and Safety Management: Conduct thorough risk assessments before diving operations, implement safety procedures, and ensure that all dive team members adhere to safety protocols.

Coordination and Planning: Plan and coordinate diving operations, including the deployment of personnel, equipment, and resources necessary for UXO/EOD tasks underwater.

Training and Briefing: Provide pre-dive briefings to divers, ensuring they are aware of the mission objectives, potential hazards, and safety measures. Ensure that all divers are properly trained and qualified for the tasks at hand.

Equipment Management: Ensure that all diving and UXO/EOD equipment is properly maintained, inspected, and ready for use. Oversee the proper handling and use of explosives and ordnance disposal tools.

Documentation and Reporting: Maintain detailed records of all dive operations, including dive logs, safety checklists, and reports on UXO/EOD activities performed underwater.

The Dive Supervisor designee will be qualified as a dive supervisor through a DoD Accredited Program and shall have underwater UXO/EOD experience. (Resumes required at the task order level). All other UXO personnel shall meet the requirements of DDESB TP 18. Department of Defense (DoD) Explosives Safety Board Technical Paper 18 (DDESB TP 18) stands for. DDESB TP 18 is a guideline document published by the DoD that provides standards and procedures for the qualification and training of personnel involved in Unexploded Ordnance (UXO) operations. DDESB TP 18 serves as the authoritative guideline for qualifying UXO personnel, ensuring they have the necessary skills and knowledge to safely conduct ordnance disposal and related tasks. Importance: This technical paper is crucial for maintaining safety standards in environments where unexploded ordnance or other explosive hazards are present, reducing the risk of accidents and ensuring compliance with DoD safety protocols.

Ancillary Details Of The Roles

Permits/Licenses: Team ProSidian shall obtain permits and licenses necessary to conduct the work required by this contract, including, but not limited to, environmental permits, building permits, discharge permits, Nuclear Regulatory Commission (NRC) or state licenses for radiation activities, and Department of Transportation (DOT) permits for transport of Munitions and Explosives of Concern (MEC) and Hazardous, Toxic and Radioactive Waste (HTRW) on public highways. Team ProSidian shall comply with all applicable Federal, State, and local laws and regulations, including Technical Bulletin TB 700-2, “Department Of Defense Ammunition And Explosives Hazard Classification Procedures,” when transporting MEC. Rights of entry on and off Government property may be required.
