Monitors compliance with applicable city, state and federal rules and regulations. Oversees all phases of construction including planning, bid preparation, contract award, construction and warranty for property owned by the Providence Housing Authority\nEssential Tasks of the Position:\nProvides technical assistance and coordinates the activities of contractors, architects, engineers, consultants and PHA staff related to the maintenance and modernization of PHA facilities with specific emphasis on major building systems\nProvides technical assistance and coordinates modernization activities related to major systems including but not limited to: elevators, generators, fire alarms, sprinklers, fire pumps, card access, building security, video surveillance, HVAC and Life Safety\nPrepares bid documents and specifications and administers the bid process for the modernization and repair of Authority-owned buildings and grounds\nInspects construction work to insure compliance with plans and specifications\nProvides cost estimates as needed using published estimating guides\nPrepares change orders and contract amendments\nReviews and approves invoices for payment from contractors, suppliers and consultants\nReviews, evaluates and determines adequacy of shop drawings, samples, certificates of compliance, laboratory analyses, paint certifications and other submittals and data\nEvaluates technical data pertaining to materials, equipment, proposals for changes in work or materials or for modifications or methods of installation submitted by contractors\nPerforms final inspection and approves final acceptance of contract work\nPrepares, monitors and coordinates design consultant and construction contracts\nCollects data and acts as liaison on designated projects with utility providers including but not limited to the Providence Water Supply Board, Narragansett Electric and New England Gas Company\nAttends meetings as needed\nReviews zoning and planning documents related to proposed activities at or near PHA owned facilities\nMonitors compliance of construction with local building codes and zoning ordinances\nInspects construction projects and attends meetings at construction sites\nProvides input for the Monthly Management Report\nSecondary Tasks of the Position:\nWorks on researches and completes special projects as assigned\nPossesses working knowledge of programming language adaptive to agency needs\nPerforms other duties as assigned within the job classification\nPosition Requirements and Qualifications:\nEducation Level\nFour-year college degree from an accredited college or university with a major in Engineering, Building Science or Construction Technology. Related experience may substitute for up to two years of education at a ratio of 3 years’ experience for 1 year of education.\nExperience in Related Field\nEight years work experience in a public or private organization in administrative, planning, design or construction activity related to residential or multifamily housing or general construction, required\nThe position requires the acquisition of skills prior to assuming the position in order to assure full and competent expertise at the outset of taking the position\nWork experience must have been sufficiently varied to provide knowledge of a broad range of construction and housing development matters\nAn equivalent combination of acceptable education or experience may substitute for the degree\nKnowledge, skills, abilities, licenses and certifications\nWorking knowledge of construction methods, housing development practices and materials\nWorking knowledge of various technical disciplines including electrical, mechanical structural and civil engineering, and Fire safety systems\nWorking knowledge of the Life Safety Code\nAbility to read and understand architectural plans, blueprints, specifications, shop drawings construction submittals\nAbility to supervise and inspect new construction and rehabilitation projects\nAbility to negotiate, prepare and monitor contracts and construction schedules\nAbility to perform research into technical areas of building development, construction and land acquisition\nAbility to prepare financial reports, budgets and cost control statements\nAbility to prepare construction inspection reports and contract correspondence\nSkill in the preparation of bid documents\nSkill in organizing and presenting data and information clearly and concisely\nWorking knowledge of local building codes and zoning ordinances\nRhode Island driver's license (Class O) unrestricted except for corrective lenses and automatic transmission\nAbility to maintain confidentiality in all assignments\nAbility to work harmoniously with other agency personnel\nAbility to relate to and interact with elderly and family residents in low and moderate income housing settings\nAbility to be flexible and perform work under time pressure\nAbility to train and give directions to other staff\nWorking knowledge of PHA policies, procedures and practices relating to public housing\nWorking knowledge of all functions and activities related to housing property management\nWorking knowledge of supervisory methods and techniques including evaluation of programs\nAbility to analyze operations and develop improvements in performance\nAbility to represent the PHA at meetings and conferences\nWorking knowledge of agency’s computer software relative to spreadsheets and word
