The functions of a project engineer includes the following;\nProper coordination with all relevant stakeholders to identify project needs & requirements.\nDevelopment of business cases, project plans, budget estimates and schedule.\nManaging project budget & timelines.\nEnsure compliance to safety policies.\nImplementation of assigned projects to applicable industry standards.\nKey Responsibilities:\nImplementation of assigned projects from project initiation phase through to procurement, construction & commissioning.\nDevelopment of business cases, project plans, budget estimates and schedule.\nCoordination of FEED, HAZOP, Project MOC, Risk Assessment plan and other pre-requisite operational, maintenance & safety control checks.\nDesign plans should be coordinated with relevant different disciplines of project engineers and necessary approvals taken from registered IEPNG design engineers for implementation.\nProper communication with customers (operations and commercial teams) to identify the customers’ needs and requirements with set deadlines for new projects.\nProper coordination with the procurement department for all purchase requisitions related to projects. Ensure that all procurement policies and due diligence checks are complied to before raising any purchase orders.\nEnsure to conduct bid clarification meeting with vendors to ensure products and services are in accordance to the project requirements.\nKeep actual versus planned cost tracker to ensure project is within the approved budget.\nResponsible for tracking & monitoring of contractors during the construction/ implementation phase of the project for the following;\nPlanned versus actual schedule for the project.\nActual work constructed against approved work method statement and job safety analysis.\nPreparation of all JSA, lifting plans, safety matrix, risk assessment and/ or required safety checklist to safely implement the project & mitigate any potential hazards which may cause any incidents.\nPreparation of daily Permits when on site - General work, Hazardous work, Work at Height, Hot works, Confined space entry and Lifting Works.\nEngagement of in-house quality assurance personals or third-party specialist to review & approve on-going construction works to be in accordance to the standard practices.\nEnsure that all construction works are in accordance to the Scope of works and complying to the acceptable standards.\nEstablish communication with the contractors for any technical issues and lag indicators arising from the project.\nCoordination with all project stakeholders for project completion site surveys, commissioning & close-out.\nCoordination with relevant stakeholders to develop SOP for commissioning. Facilitate commissioning of the project after project completion.\nCoordinate with suppliers/ contractors for timely submissions of all project related invoices.\nAdhere to Comply requirements and systems relating to SAPS, HSEC, Quality and other Company policies. All sick leaves or emergency leaves should be applied in workday the next working day with required information.\nCompletion of assigned customer focused projects for Terminal, Aviation, Business to Business and Retail projects on time, within budget, safely and in accordance to the oil & gas standards.\nDevelop Project scope of works, project budget estimates & schedules for the assigned projects.\nCoordination of FEED & HAZOP with necessary approvals taken from registered IEPNG engineers as and when required, MOC, Risk Assessment plan and all other risk management plans for all assigned brownfield projects.\nCoordination of FEED for approval from registered IEPNG engineers for all new greenfield projects and submission of approved plans to provincial governments for building permit and occupancy permit approvals.\nDevelopment of Scope of works for the newly assigned projects and coordinate with the procurement department team for bidding. The project engineer should recommend potential competitive bidders who have the technical & financial capacity for the project. A pre-bid meeting should be conducted to clarify all requirements of the scope of works. Project engineer should conduct technical bid evaluation to recommend the technically complying bidder.\nStrict adherences to the Puma procurement policies by engaging the Procurement department to facilitate all tender activities and to conduct due diligence checks prior to submitting PO requests.\nConduct alignment meeting with contractors for the SOW and schedule. Monitor the planned versus the actual schedule and discuss all lag indicators to improve contractors’ performance.\nPreparation of JSA, Risk assessment plan, lifting plans, etc. to mitigate any hazards identified in the construction phase. Project engineer should ensure the construction works are done safely with zero LTI. All unsafe practices and conditions should be reported for corrective measures to be implemented.\nPreparation of daily Permits when on site - General work, Hazardous work, Work at Height, Hot works, Confined space entry and Lifting Works.\nCoordination with the quality assurance department and third-party specialist to ensure that project works are carried out in accordance to approved standard practices.\nCoordination with the inspection department to ensure welding works are done correctly in accordance to approved standards.\nProper coordination with all relevant stakeholders to schedule site surveys to certify that construction works are done in accordance to the approved standards.\nProper coordination with relevant stakeholders to develop SOP, facilitate commissioning of the new facility followed by handover of all relevant project documents.\nConduct MOC close-out, update all affected documents and hand-over to document controller to update in the common drives.\nCoordination with vendors for timely submission of invoices.\n KPI:\nZero LTI and zero reportable incidents in all the areas.\n100% compliance of Safety Matrix and completion of Sphera Cloud action items in the given time.\n100% Completion of HSE Workday training in allocated time.\nCapex budget utilization of 70% by June and 90% by November.\nCompletion of all carry-over projects by End of March 2025.\nCompletion of assigned 2025 CAPEX projects before year end 2025.\nTimely issuance of department monthly reports by 3rd of the month.\nImplementation of all projects with zero reportable incidents. This should include compliance to the company’s safety policies, consistently complete all monthly safety matrix and reporting of any unsafe practices and conditions.\nCompletion of the allocated capital expenditure projects on time & within budget.\nCompletion of customer focused projects related to B2B & Retail PIN projects on time & within budget.\nTimely submission of all operational & capex projects related invoices.\nProper documentation of all projects from Engineering phase through to implementation, commissioning & close-out.
