The consultant will identify, shape, and capture new business opportunities focused on security cooperation, assessment, monitoring, and evaluation (AM&E), knowledge management, and staffing support-particularly within the Defense Security Cooperation Agency (DSCA) and Combatant Commands (COCOMs).\nThis role is externally oriented and focused on opportunity development and capture execution. The consultant will engage directly with clients and partners, develop and lead capture strategies, and support proposal efforts. The role will require coordination with Q2IMPACT leadership and BD staff to ensure accurate tracking and alignment on priorities.\nKey Responsibilities\nBusiness Development and Market Expansion\nIdentify, qualify, and prioritize new business opportunities across DoW, with emphasis on DSCA, COCOMs, and related mission buyers\nEstablish and maintain relationships with DoW stakeholders.\nRepresent Q2IMPACT in client meetings, industry events, and partner engagements to generate qualified leads.\nCommunicate Q2IMPACT’s capabilities and positioning clearly to clients and partners.\nSupport positioning on relevant IDIQs, GWACs, and other contract vehicles.\nCapture Management\nLead capture efforts from opportunity identification through proposal submission.\nDevelop and execute capture strategies, including customer engagement plans, competitive assessments, win themes, and teaming approaches.\nShape early-stage opportunities into actionable pursuit plans with clear next steps and timelines.\nConduct pre-RFP engagement to inform requirements, strengthen positioning, and improve probability of win.\nSupport bid/no-bid decisions and capture planning in coordination with Q2IMPACT leadership.\nPartnering and Teaming Strategy\nIdentify and engage potential prime and subcontract partners aligned to specific pursuits.\nSupport development of teaming strategies based on customer needs, vehicle access, and competitive positioning.\nHelp secure teaming arrangements early in the pursuit lifecycle.\nProposal Support and Execution\nEnsure alignment between capture strategy and proposal development.\nContribute to proposal planning, compliance, technical approach, staffing, and management sections.\nSupport proposal execution as needed, including coordinating inputs across technical, pricing, and recruiting teams.\nLocation: Washington, DC or REMOTE\nTravel Requirements: Domestic travel may be required; up to 25%\nRequirements\n6-12+ years of experience in federal business development and capture management with a focus on the Department of Defense.\nDemonstrated success identifying, shaping, and advancing opportunities through the full BD lifecycle.\nStrong understanding of pre-RFP shaping, capture strategy, teaming, proposal support, and federal acquisition processes.\nExperience identifying, leveraging, or pursuing IDIQs, GWACs, and other contract vehicles.\nExisting relationships within government, such as DSCA, COCOM J-codes, SCOs, Service components, or adjacent defense stakeholders.\nEstablished network across industry, including primes, subcontractors, and vehicle holders relevant to DoD services work.\nExperience supporting technical and cost proposal development.\nStrong organizational, project management, and follow-through skills;
