Our collaborative culture values curiosity, partnership, and technical excellence.\nPosition Summary:\nThe Client is seeking an experienced Infrastructure Engineer to:\n1. Ensure that project infrastructure is constructed according to approved scope, design specification and international best practice, and the systems are operational with appropriate operations and maintenance systems in place.\n2. Review infrastructure compliance with the IFC Performance Standards and IFC EHS Guidelines\nKey Responsibilities:\nConduct desk-based and field reviews of project documentation, including feasibility studies, approved scope, technical specifications, contract requirements and overall engineering designs. \nConduct site inspection, verifying material compliance, structural integrity, installation requirements \nReview and assess O&M manuals, maintenance schedules, spare parts strategy, asset management \nReview engineering designs and layouts to assess land acquisition, resettlement, community health and safety, labor conditions, emissions, waste management, and biodiversity impacts (if applicable) \nPrepare and review IFC Performance Standards compliance checklists for an infrastructure \nIdentify E&S risks, gaps, and corrective actions \nIf needed participate in key informant interviews (KIIs) and focus group discussions (FGDs) with project-affected communities, regulators, utilities, and project sponsors. \nCollaborate with environmental specialists, social specialists, economists, and field teams to synthesize findings. \nContribute to the preparation of technical reports, IFC PS compliance matrices, and case studies. \nRequirements\nREQUIRED QUALIFICATIONS\nBachelor’s or Master’s degree in Engineering (Civil, Mechanical, Electrical, Environmental), Energy Economics, Infrastructure Planning, or a related field. \nMinimum 3-7 years of professional experience on infrastructure. \nDemonstrated experience applying IFC Performance Standards and/or World Bank E&S frameworks. \nExperience working in Madagascar. \nFamiliarity with environmental and social safeguards, including land acquisition, resettlement, labor and working conditions, and community health and safety. \nProven ability to work with multidisciplinary teams and diverse stakeholders. \nPREFERRED QUALIFICATIONS\nPrior experience on IFC-, World Bank-, AfDB-, or DFC-financed projects. \nKnowledge of Madagascar environmental regulations and permitting processes. \nREPORTING REQUIREMENTS\nThe Consultant will report to the Project Team Leader for technical direction and to the Project Manager for administrative matters.\nDURATION\nConsultancy Duration: Approximately 3 days (with potential extension) \nBenefits\nWORKING CONDITIONS & REQUIRED EQUIPMENT:\nThe incumbent in these positions will work in the field and will utilize the following equipment when working\nComputer (laptop or desktop) \nTelephone \nPrinter (Optional) \nThe physical demands and work environment that have been described is representative of those an employee encounters while performing the essential functions of these positions.
