The incumbent will establish procurement systems aligned\nwith national regulations and international best practices, while supporting\nthe Center’s mission of delivering high-quality, accessible eye care.\nKey\nResponsibilities\nStrategic\nProcurement & Planning\nDevelopand implement annual procurement plans in alignment with hospital needs\nand strategic objectives.\n\nEstablishvendor qualification systems, contracts, and framework agreements for\nmedical and non-medical supplies.\n\nEnsureprocurement activities are compliant with Rwanda’s public procurement laws\nand donor/foundation requirements.\n\nSupply\nChain & Vendor Management\nManagethe entire procurement cycle from requisition to delivery and payment.\n\nIdentify,evaluate, and build strong relationships with local and international\nsuppliers of ophthalmic equipment, pharmaceuticals, lenses, frames, IT,\nand facility services.\n\nNegotiatecompetitive terms, ensuring value-for-money while maintaining quality and\nreliability.\n\nOverseeinventory levels in collaboration with the warehouse/pharmacy to prevent\nstock-outs or overstocking.\n\nOperational\nExcellence\nMaintainaccurate procurement records, contract management systems, and supplier\nperformance evaluations.\n\nCollaboratewith clinical, technical, and administrative teams to forecast needs and\nensure timely supply of critical items (e.g., surgical consumables,\nlenses, pharmaceuticals).\n\nSupportimportation and customs clearance processes for international shipments,\nensuring all documentation is accurate and compliant.\n\nDevelopprocurement policies, SOPs, and risk management strategies.\n\nFinancial\n& Compliance Oversight\nPreparebudgets and expenditure forecasts for procurement activities.\n\nMonitorprocurement expenditures and ensure compliance with donor requirements,\ninternal policies, and external audits.\n\nImplementtransparent bidding processes and uphold strict ethical standards in\nsupplier selection.\n\nTeam\nLeadership & Capacity Building\nSuperviseand mentor procurement and logistics officers, ensuring continuous skills\ndevelopment.\n\nPromotea culture of accountability, transparency, and service orientation within\nthe procurement unit.\n\nRequirements\nQualifications\n& Experience\nBachelor’sdegree in Procurement, Supply Chain Management, Business Administration,\nor related field (Master’s degree preferred).\n\nProfessionalcertification (e.g., CIPS, CPSM) strongly desired.\n\nMinimumof 4-5 years’ experience in procurement, at least 3 in a managerial role,\npreferably in healthcare, hospital, or NGO settings.\n\nDemonstratedknowledge of Rwanda’s procurement regulations, donor-funded procurement,\nand international supply chain processes.\n\nProventrack record in managing procurement of medical equipment,\npharmaceuticals, or hospital infrastructure.\n\nStrongnegotiation, vendor management, and contract management skills.\n\nExcellentorganizational, analytical, and communication skills.\n\nFluencyin English required; French and Kinyarwanda are an asset.\n\nCore\nCompetencies\nIntegrityand strong ethical standards in procurement.\n\nStrategicthinker with operational execution capacity.\n\nAbilityto manage multiple priorities under pressure.\n\nStrongleadership and interpersonal skills to engage with diverse stakeholders.\n\nCommitmentto the mission of improving eye health and patient care.\n\nQ-Sourcing Servtec is an equal opportunity employer.\nDeadline: 30 December 2025.
