The position is based in Kiambu and requires on-site work and field visits.\n\n Summary Profile  \n\nThe Project Manager will provide overall programmatic leadership, coordination, implementation oversight, and operational management for the Angaza Program Consortium  \n\nThe role holder will ensure effective delivery of consortium objectives across Nairobi Metropolitan Areas (Nairobi, Kiambu, Machakos & Kajiado Counties), Nakuru, Dadaab (Garissa) and Kakuma/ Kalobeyei (Turkana) and Mombasa, through strong coordination, systems strengthening, partnership management, adaptive programming, and high-quality implementation.  \n\nThe Project Manager will serve as a central coordination point between consortium partners, government stakeholders, refugee-led organizations, and technical teams to ensure seamless program execution, accountability, and achievement of impact.  \n\nThe successful candidate must demonstrate extensive experience managing large and complex consortium portfolios, leading cross-functional teams, strengthening implementation systems, and delivering high-impact donor-funded programs in complex operating environments.  \n\nKey Responsibilities   \n\nConsortium Program Leadership and Coordination  \n\nProvide strategic leadership for implementation of the Angaza Program across consortium partners.  \n\nCoordinate planning, execution, monitoring, and delivery of program activities\n\nEnsure consortium partners work cohesively toward shared goals, deliverables, and impact targets.  \n\nFacilitate effective consortium governance structures, meetings, and coordination mechanisms.  \n\nSupport alignment between technical, operational, finance, and monitoring evaluation and Learning functions.  \n\nSystems Strengthening and Operational Excellence  \n\nEstablish and strengthen program implementation systems, Standard Operating Procedures, coordination workflows, and accountability structures.  \n\nEnsure effective project management systems are operationalized across consortium partners.  \n\nStrengthen partner institutional capacity and implementation quality.  \n\nSupport integration of safeguarding, accountability, inclusion, and risk management across operations.  \n\nDonor and Stakeholder Engagement  \n\nServe as a key liaison with Angaza Program consortium partners and other strategic stakeholders.  \n\nCoordinate donor reporting, review meetings, site visits, and consortium updates.  \n\nBuild and maintain strategic relationships with county governments, refugee agencies, community stakeholders, and implementing partners.  \n\nRepresent the consortium in relevant coordination forums and technical working groups.  \n\nProgram Quality and Adaptive Management  \n\nEnsure high-quality and timely implementation of program deliverables.  \n\nLead work planning, target tracking, and performance review processes.  \n\nUtilize monitoring, evaluation research and learning insights data to inform adaptive programming.  \n\nMonitor implementation risks and develop mitigation strategies.  \n\nTeam Leadership and Capacity Strengthening  \n\nProvide leadership, mentorship, and supervision to consortium teams.  \n\nFoster a collaborative, accountable, and high-performing culture.  \n\nStrengthen partner coordination and cross-functional collaboration.  \n\nSupport professional development and technical capacity strengthening of staff and partners.  \n\nBudget Oversight and Resource Management  \n\nWork closely with the Finance Lead to ensure sound budget management and resource utilization.  \n\nMonitor expenditure trends and implementation efficiency.  \n\nSupport budget planning, revisions, and resource allocation processes.  \n\nEnsure value-for-money principles across consortium operations.  \n\nQualifications \n\nMaster’s degree in development studies, Project Management, Social Sciences, or related field.  \n\nMinimum of 10 years progressive experience managing large donor-funded programs.  \n\nAt least 5 years managing multi-partner consortiums or complex regional portfolios.  \n\nProven experience establishing effective implementation systems and operational structures.  \n\nStrong understanding of refugee programming, youth livelihoods, gender, economic inclusion, and systems change approaches.  \n\nExperience working in rural and urban informal settlement contexts highly desirable.  \n\nExcellent leadership, coordination, communication, and stakeholder engagement skills.  \n\nStrong program management, risk management, and strategic
