This individual will play a critical role in designing, developing, maintaining, and optimizing enterprise database solutions that support complex federal applications and business operations.\nThe Developer DBA will collaborate with software developers, solution architects, DevOps engineers, data engineers, Product Owners, and Agile delivery teams to implement scalable, secure, and high-performing database solutions.\nThis role also offers opportunities to leverage AI-assisted development tools, intelligent automation, and modern DevSecOps practices to improve engineering productivity, code quality, testing, and operational efficiency.\nResponsibilities\nDatabase Development and Engineering\nDesign, develop, implement, and maintain Oracle database solutions, including stored procedures, packages, functions, triggers, views, materialized views, and sequences.\n\nDevelop and optimize complex SQL queries and PL/SQL code supporting enterprise applications, reporting, and business processes.\n\nPerform database performance tuning, query optimization, indexing, partitioning, and execution plan analysis.\n\nDesign and maintain database schemas, data models, entity relationship diagrams (ERDs), and database objects.\n\nDevelop database migration scripts, schema modifications, deployment packages, and automated database release processes.\n\nTroubleshoot database documentation, and troubleshooting.\n\nIdentify opportunities to automate repetitive database development, validation, and operational activities.\n\nSupport AI-enabled software development lifecycle (SDLC) practices to improve engineering productivity and delivery quality.\n\nApply responsible AI practices while maintaining data security, privacy, and compliance requirements.\n\nAgile Collaboration and Federal Compliance\nParticipate in Agile ceremonies, including sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives.\n\nCollaborate with Product Owners, Scrum Masters, business analysts, developers, and federal stakeholders to deliver high-quality solutions.\n\nEnsure database solutions follow established security, governance, and compliance standards.\n\nSupport federal cybersecurity requirements and best practices aligned with FISMA, NIST, and FedRAMP, as applicable.\n\nImplement secure database development practices, including access controls, audit logging, and data protection measures.\n\nQualifications\nMinimum of 5 years of professional experience in Oracle database development, database engineering, ETL development, data integration, or related software engineering roles.\n\nStrong hands-on experience with Oracle SQL and PL/SQL, including:\nStored procedures, functions, packages, and triggers.\n\nComplex SQL queries, views, materialized views, and sequences.\n\nQuery optimization, indexing, execution plans, and performance tuning.\n\nOracle SQL Developer, SQL*Loader, or similar Oracle development utilities.\n\nExperience designing, developing, troubleshooting, and maintaining enterprise database solutions.\n\nHands-on experience developing ETL workflows, data transformation processes, batch processing, and data migration solutions.\n\nExperience working with AWS cloud technologies, including Amazon Redshift, Amazon RDS, and Amazon S3.\n\nExperience with Matillion ETL or comparable ETL/data integration platforms.\n\nStrong understanding of relational database architecture, logical and physical data modeling, normalization, referential integrity, and transaction management.\n\nExperience with database performance tuning, query optimization, and troubleshooting.\n\nExperience supporting complex enterprise applications and production database environments.\n\nExperience developing database unit tests, regression tests, data validation processes, and deployment verification scripts.\n\nExperience supporting production deployments, incident management, root-cause analysis, and issue resolution.\n\nFamiliarity with CI/CD pipelines, source control, release automation, and DevSecOps practices.\n\nExperience using tools such as Git, GitHub, GitLab, Bitbucket, or Azure DevOps.\n\nExperience working in Agile/Scrum development environments.\n\nFamiliarity with AI-assisted development tools and automation practices to improve software engineering productivity.\n\nUnderstanding of secure development practices, data privacy, cybersecurity, and responsible AI adoption.\n\nStrong analytical, troubleshooting, problem-solving, and communication skills.\n\nAbility to work independently and collaboratively in a fast-paced, mission-driven environment.\n\nMust be able to obtain and maintain a Federal Public Trust clearance, with approved adjudication required before onboarding.\n\nPreferred Qualifications\nPrevious experience supporting Federal Government IT programs, particularly within Health IT or large-scale enterprise environments.\n\nExperience with grants management, financial management, case management, or workflow-driven applications.\n\nExperience with Oracle Data Pump, Oracle GoldenGate, Oracle Data Integrator (ODI), Informatica, Talend, Liquibase, or Flyway.\n\nExperience with additional database technologies such as PostgreSQL, SQL Server, or MySQL.\n\nExperience supporting cloud modernization, database migration, or application modernization initiatives.\n\nKnowledge of data warehousing, dimensional modeling, enterprise reporting, and business intelligence technologies.\n\nExperience with Power BI, Tableau, Amazon QuickSight, or comparable analytics platforms.\n\nFamiliarity with AWS cloud-native architectures and enterprise data platforms.\n\nExperience supporting data pipelines for analytics, AI, or machine learning workloads.\n\nFamiliarity with AI-enabled DevSecOps, intelligent automation, and AI-assisted database engineering.\n\nKnowledge of emerging AI technologies, including vector databases, retrieval-augmented generation (RAG), AI agents, and enterprise AI platforms.\n\nUnderstanding of federal security and compliance requirements, including FISMA, NIST, and FedRAMP.\n\nActive Federal Public Trust clearance or favorable suitability determination.\n\nRelevant Oracle certifications, such as:\nOracle Certified Professional (OCP).\n\nOracle Database
