BACKGROUND:

  • The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home. IRC has operated in South Sudan for over 30 years now delivering humanitarian relief, post-conflict assistance, and development programs in both refugees, internally displaced and host community settings. IRC operates in 10 field offices including in Juba with program portfolio covering health, nutrition, Environmental Health (EH), child protection, economic recovery and development (ERD)/livelihoods, women’s protection, and empowerment, Education, and general protection. IRC continues to provide life-saving assistance and humanitarian aid to vulnerable South Sudanese, trying to rebuild their lives and restore peace. The IRC’s new strategy in South Sudan will prioritize improving health, safety, and economic well-being, targeting women, children, and other vulnerable.

SCOPE OF WORK:

  • The SRH Coordinator will provide strategic, technical, and managerial leadership for IRC South Sudan’s Sexual and Reproductive Health (SRH) portfolio. The role will oversee implementation and scale-up of high-impact SRH interventions including contraception, maternal and newborn health, postpartum hemorrhage (PPH) prevention and treatment, and community-based SRH delivery models. The position will lead country-level implementation of the SRHR Impact at Scale (I@S) initiative, focused on expanding access to contraception and scaling prevention and treatment of postpartum hemorrhage (PPH). The Coordinator will support integrated delivery of SRH interventions across facility and community platforms and promote linkages with other Impact at Scale priorities including immunization, nutrition, and cash assistance to maximize population-level impact. The incumbent will ensure program quality, strategic growth, and alignment with MOH, IRC global SRHR strategy and country health priorities. The position will report to the Senior Health Coordinator and work closely with Health and SRH Project Managers, other sector leads, and the Global SRHR team to advance integrated programming and scale pathways.

KEY RESPONSIBILITIES: Program Management & Development

  • Provide strategic direction, leadership, and overall technical and management support to the sexual reproductive health programs in South Sudan.

  • Lead design and scale-up of high impact SRH programming including under the Impact at scale initiative focusing on harmonizing best practices, improved impact, and integrated approaches.

  • Ensure SRH programming aligns with Ministry of Health standard protocols, policies and guidelines, WHO standards and IRC global SRHR guidance.

  • Work collaboratively with other sectors including Nutrition, GBV, CP and ERD to promote integrated service delivery across facility, outreach and community platform to improve coverage and quality of SRH interventions.

  • Work in partnership with the Senior Health Coordinator to support aspects of the strategic direction and leadership of SRH programming guiding linkages and integration within the overall health sector.

  • Ensure that IRC proposed emergency SRH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crises).

  • Support development of new SRH initiatives and scale pathways, including community-based and facility-based models.

  • Oversee program planning, implementation progress, and achievement of targets across SRH projects.

  • Coordinate grant implementation, work planning, and reporting in collaboration with program managers, finance, and grants teams.

  • Provide oversight for SRH commodity planning, supply management, and quality service delivery across program locations.

Technical Assistance and Capacity Building:

  • Provide technical oversight to program managers and field teams to ensure quality implementation and scale-up of SRH intervention

  • Support field coordinators and program managers to develop work plans aligned with grant timelines and Impact at Scale priorities.

  • Build capacity of clinical providers, managers, and community health workers on to deliver and implement quality and integrated SRH services in accordance with national and global standards.

  • Support monitoring systems to improve data quality, reporting, and performance tracking for SRH indicators.

  • Coordinate with global SRHR technical advisors and country health teams on roll out and implementation of innovative approaches and guidelines and learning in South Sudan context.

Impact at scale initiative implementation

  • Serve as country focal point for the Impact at Scale SRHR initiative and coordinate implementation across projects and locations.

  • Work closely with the regional and global SRHR team to operationalize scale strategies for contraception and PPH interventions in accordance with IRC global strategy and national MOH priorities.

  • Take lead in tracking progress against Impact at Scale milestones and support reporting to regional and global teams.

  • Facilitate technical exchange between country teams and regional/global health and SRHR advisors to support scale and learning.

Operational research, Monitoring and Evaluation and learning:

  • Lead and support implementation research and learning related SRHR including impact as scale priority focus.

  • Work closely with MEAL teams to design and operationalize SRH monitoring frameworks, indicators, and dashboards including coverage and quality of care aligned with country and global Impact at scale metrics.

  • Work with MEAL teams to promote and strengthen evidence generation and use of data for decision making by leading periodic SRH data reviews, performance monitoring, and adaptive program adjustments and scalable decisions.

  • Contribute to country program and global learning agendas including supporting documentation and dissemination of learning and evidence including Impact at scale initiatives to further inform country and global SRHR scale-up efforts.

  • In collaboration with MEAL team, strengthen data quality through supportive supervision, validation exercises, and collaboration with field teams and MEAL staff.

  • Contribute to operational assessments, baseline/endline surveys, and quality-of-care evaluations for SRH programming.

Advocacy, representation and coordination:

  • Work in coordination with key consortium partners to provide technically sound perspectives and implementation strategies within the RH technical working group and relevant community health forums.

  • Representing IRC in national SRH, BHI and RMNCAH technical working groups and relevant coordination forums.

  • In coordination with the health team, actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

  • In close collaboration with the Senior health coordinator and policy and advocacy focal point support national advocacy including supporting dissemination of evidence and learning to inform policy and national program scale-up.

  • Engage Ministry of Health, Donor community and partners to promote adoption and advancement of scalable SRH delivery models

Staff Supervision:

  • Provide technical guidance and ongoing mentorship to SRH and health program and field staff.

  • Work in collaboration with program managers to recruit, train and supervise SRH technical staff.

  • Conduct annual and semi-annual performance reviews for technical staff, often in collaboration with Field Coordinators on relevant field sites.

KEY WORKING RELATIONSHIPS:

  • Position Reports to: Senior Health Coordinator

  • Direct supervision: SRH policy and advocacy manager, WISH Project Manager

  • Other Internal contacts: health coordinator, nutrition coordinator, WPE Coordinator, Health Program Managers, Coordinators.

  • Other external contacts: State and National Ministry of Health, UNICEF, WHO, FCDO, UNFPA and other relevant other stakeholders.

JOB REQUIREMENTS:

  • Degree in Medicine or Nursing; preferably with a master’s in public health

  • Demonstrated qualifications and experience in program design, monitoring and evaluation of health programs, and provision of technical assistance; experience working in community health preferred.

  • At least 5 years’ professional experience working for an international NGO or equivalent in a program management capacity; experience working in a humanitarian setting preferred.

  • Demonstrated strengths in project management, capacity building, and grant reporting; experience with operational research design and implementation preferred.

  • Experience working in partnership and coordination with the UN, donors, INGOs, MOH, and other stakeholders.

  • Previous experience working with low-literacy and illiterate staff and beneficiaries preferred, particularly in relation to training and health promotion strategies, materials, and tool development.

  • Experience in coordinating, implementing, and managing sexual reproductive health programs in emergency contexts and/or refugee settings.

  • Thorough understanding of gender-based violence response protocols and service provision.

  • Excellent analytical and written skills.

  • English and Local Arabic fluency; strong interpersonal and intercultural communication skills.

  • Ability to work well both within a team and independently
