Reporting to this position are the Associate Engineer II, Associate Engineer, and Utilities Locator. This position regularly interacts with other governmental agencies, consulting engineers, utility contractors, other County Departments and the general public. This position may be assigned special projects and other responsibilities as required\nESSENTIAL TASKS\nThe tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.\nThis position assists in preparation and administration of an operational budget.\nThis position is very complex and unstructured, with very little routine work. Errors would cause serious delays and adverse influence, causing significant expenditure of time and money to correct.\nDaily coordinates and reviews design and construction of utility systems to be constructed by private developers and inspects project work sites for compliance with contract specifications.\nDaily administers DHEC Delegated Review Program for Richland County to ensure that the County is meeting its obligations in this area.\nRegularly assists in the supervision of the operation of all county owned water and wastewater treatment facilities.\nDaily monitors contract personnel and reviews and approves invoices to ensure that these efforts remain cost effective.\nRegularly participates in the Department’s “on-call” system for providing operation and maintenance services after hours and on the weekends to meet the needs of the County.\nDaily prepares various documents including letters, engineering drawings, service area maps, cost estimates, monthly reports, legal agreements, final approval documents, specifications, composite tax maps, and project status reports to ensure that County officials are kept up to date on all activities related to the water and wastewater treatment facilities.\nRegularly coordinates the efforts to repair County owned utilities, taking into account effective cost measures and ensuring minimal loss of the Utility site.\nRoutinely performs other duties and assignments as required.\n*Considered essential employee in the event of inclement weather or emergency conditions.\nVOCATIONAL/EDUCATIONAL PREPARATION:\nThis position requires a Bachelor of Science degree in Civil Engineering with 4-6 years of experience or any equivalent combination of experience and training.\nSPECIAL CERTIFICATIONS AND LICENSES:\nMust possess a valid South Carolina driver’s license to operate a County vehicle.\nRequired to obtain Fundamental Engineering registration in the state of South Carolina within one year of hire.
