The Position
As the Head of Legal & Compliance for Roche Romania, you will serve as a strategic partner, legal counsel, compliance authority, and Site Security / SHE Officer for the affiliate. Reporting directly to the General Manager, you will lead the Legal & Compliance Chapter, ensuring all affiliate activities strictly adhere to applicable legal provisions, healthcare compliance guidelines, data privacy standards, and health & safety regulations.
The Opportunity & Key Responsibilities
Legal Leadership & Advisory
- Provide strategic legal counsel to internal stakeholders on complex legal and legal policy issues.
- Draft, review, and negotiate commercial agreements and corporate documents; maintain the corporate archive.
- Supervise litigation files and liaise with external legal counsel.
- Represent the company before public authorities, regulatory bodies, and external institutions.
- Support departments in securing necessary authorizations, permits, licenses, and releases.
- Monitor legal developments and communicate relevant changes in laws and regulations to internal teams.
Healthcare & Business Compliance
- Drive and manage the affiliate's healthcare compliance strategy, providing guidance, monitoring, and proactive risk mitigation.
- Implement global compliance policies, directives, and SOPs in line with divisional standards, local laws, and industry codes (EFPIA, MedTech).
- Coordinate and chair the local Compliance Committee, develop and deliver internal compliance training sessions across the affiliate
Safety, Health & Environment (SHE) & Administration
- Act as Site Security Officer and SHE Officer, advising and overseeing all external and internal regulations.
- Manage the administrative team, facility and fleet management by ensuring efficient process and seamless business support.

Who You Are
- Education: University Degree in Law.
- Experience: Minimum of 10 years of experience as a legal counsel (pharmaceutical or multinational matrix organization preferred).
- Legal Expertise: Deep understanding of Romanian contract law, corporate law, public tenders, anti-monopoly/competition law, and GDPR/data privacy regulations.
- Leadership & Competencies: Proven experience leading and coaching direct reports; strong decision-making, analytical, and crisis-management skills.
- Communication: Exceptional written and verbal communication skills in both English and Romanian; ability to engage senior stakeholders and external bodies effectively.
