The Procurement Specialist determines how to achieve objectives by applying a deep understanding of procurement principles, concepts, and practices in a DoD environment. This position requires a minimum of 6 years’ experience in defense procurement and manufacturing.\nEssential Functions:\nProcure components and subassemblies to support various programs, including commodities such as electronic, mechanical, optical components or assemblies, capital equipment, and electronic/optical systems. The primary focus of this role will be on electronics.\nManage Purchase Orders (POs) and other agreements for direct and indirect procurements; Includes preparation of Requests for Quotes (RFQs) and Requests for Proposals (RFPs), proposal evaluation and analysis, and issuance and maintenance of POs. \nSelect and recommend suppliers, negotiate pricing, delivery, quality, terms and conditions, and execute non-disclosure agreements and service agreements. \nContribute to material cost reduction strategy. Create and issue various types of POs, including Firm-Fixed Price and Time & Material. \nLead source selection teams; conduct formal cost/price analysis to determine price fair and reasonableness. Negotiate the lowest possible total cost for the product (balance price with optimum quality and schedule needs). \nIdentify opportunities to mitigate supply chain risk. \nAdminister post-award of issued POs. \nCreate purchase orders files in compliance with all command media and necessary process disciplines for audits. \nSupport Integrated Product Teams (IPT) through supply chain representative or as an active team member. \nMonitor and provide feedback to IPT on critical supplier performance to ensure timely delivery to manufacturing schedules; Inter and Intra departmental coordination is essential. \nActive participation in company and department initiatives such as strategic sourcing and various L3Harris improvement efforts. \nProvide training and mentorship to peers to further Inter departmental growth.\nQualifications:\nBachelor’s Degree and minimum 2 years of prior relevant experience or in lieu of a degree a minimum of 6 years of supply chain experience in aerospace, defense, or highly regulated manufacturing \nStrong background in strategic sourcing, planning, supplier management, and inventory optimization \nKnowledge of aerospace quality and regulatory environments including AS9100, FAA, DoD, or ITAR requirements preferred \nPreferred Additional Skills:\nExperience using advanced Excel skills including use of pivot tables, lookup tables, etc. \nKnowledge within Deltek, Costpoint, and SAP.\nKnowledge in the procurement processes of military grade products. \nDemonstrated experience working within proposal teams, generating material estimates for bids and proposals, and providing substantiating evidence as needed is a plus. \nWillingness to learn DoD 5000.02 framework and Earned Value Management principles. \nProven ability to direct and manage multiple projects with effective prioritization and resource allocation. \nStrong team player with excellent collaboration and interpersonal skills. \nSuperior verbal and written communication abilities, along with strong organizational, negotiation, and management skills. \nAdvanced computer skills, including proficiency to quicky learn ERP systems and MS Office applications, particularly Excel. \nCapability in reading and interpreting specifications, statements of work, and technical drawings. \nExtensive knowledge of FARS, DFARS, and ITAR regulations as they pertain to purchasing requirements. \nExtensive understanding of company policies and processes. \nExtensive understanding of small business government requirements. \nA strong commitment to learn continuous improvement methodologies, including Lean Six Sigma
