Senior Technical Program Manager - Partnerships and Integrations

Who We're Looking For:

Rover's portfolio of pet care brands spans the globe - and as we acquire and grow those brands, someone has to make each integration real: migrating the systems, aligning the roadmaps, and shaping the experiences that make a brand feel right for its market.

That's your work. You'll join Rover's Technical Program Management team, a small and growing function that sits at the center of how engineering delivers complex, cross-functional work. TPMs here own how programs get executed, drive alignment across organizational boundaries, and bring structured thinking to the hardest problems on the roadmap - all in service of better experiences for the pet parents and sitters who depend on our platform every day.

Your focus is Partnerships and Integrations: standing up new brand experiences and folding acquired businesses into the Rover ecosystem, like our integration of Cat in the Flat. The work spans technical migration, go-live coordination, and the feature build that makes each brand right for its users - some of which becomes core Rover functionality, and some of which stays specific to that brand's market. You'll partner closely with engineering, product, and business teams across our Barcelona and Seattle offices to define the integration strategy and product direction, bring clarity to ambiguous problems, sequence the work, manage dependencies, and surface risk before it becomes a problem.

You'll bring the technical judgment to be a true peer to engineering - not just to follow the architecture, but to question it: reading a dependency chain, weighing trade-offs, and finding the sequencing risk others miss. Pushing through the ambiguity of needs that comes with integrations, to ensure the right value is being realized and plans set. And you won't just run a playbook; you'll help write it, turning each program into repeatable patterns that make the next one sharper.

That extends to how you use AI. We're looking for someone who's gone past automating the obvious - status reports, risk tracking - and is thinking about where these tools change the work more fundamentally: untangling dependencies across a messy integration, catching risk earlier in the signal, opening up new ways for distributed teams to collaborate. What matters isn't how many tools you've tried; it's your point of view on where they create real leverage.

This is a role for someone who does their best work in ambiguity, moves easily across teams and time zones, and brings order to complexity without adding bureaucracy.

This is a hybrid position that has the minimum expectation to work out of our Barcelona Office in the Poblenou neighborhood two days per week on Mondays and Thursdays. For this reason, candidates must be based in Barcelona or willing to relocate.

Your Responsibilities:

• Own the implementation and execution strategy for one or more branded or data integration programs - reconciling ambiguity, turning vision and priorities into a coherent plan, and making the sequencing calls that determine how the work comes together across Rover
• Drive that plan through to delivery and acceptance - across technical migration, product alignment, operational readiness, and go-live - keeping the program moving from first scope to final cutover, ensuring intended outcomes are realized.

  Be the point of alignment across engineering, product, and business: keeping priorities cohesive, surfacing where they conflict, and getting teams to a shared path forward.

• Lead the technical integration alongside engineering: API dependencies, data integrity, identity and authentication, and cutover planning - sequencing the work and pressure-testing timelines before they slip.
• Build and maintain the artifacts that keep a program legible: charters, project plans, dependency maps, risk registers, and executive-facing status communications.
• Define and report the KPIs that tell teams whether a program is healthy - so risk surfaces early and progress is easy to communicate with confidence.
• Own go-live readiness, making sure everyone from engineering leads to executive sponsors has the information and confidence to move forward, and escalate with clarity and context when something's at risk.
• Be the connective tissue between our Barcelona and Seattle teams, and contribute to Rover's integration playbook so each program runs better than the last.

Your Qualifications:

• 8+ years driving complex, cross-functional technical programs, ideally at a marketplace, consumer tech, or SaaS company.
• A track record of owning high-complexity, ambiguous programs end to end - scoping and implementation strategy through delivery and retrospective - and defining a path forward when one doesn't yet exist.
• Experience leading system integrations and technical migrations: API dependencies, data integrity, identity and authentication, and cutover planning, with the technical depth to assess risk and sequence work as a peer to engineering.
• The judgement to know where to push for expediency - whether that means making a recommendation, driving alignment, or identifying the appropriate decision maker.
• The technical acumen to read a dependency chain, ask engineering the right questions, and find where the real sequencing risk lives, architectural patterns need evolution, or where we’re choosing one-way doors.
• Experience defining and delivering market-specific features with product and engineering - including driving the call on what belongs in a shared platform versus a single brand to a clear decision.
• Strong program management instincts: you can stand up a plan and a status process, communicate to technical and non-technical audiences alike, and keep things on track without bureaucracy getting in the way.
• A data-driven approach to measuring success, using metrics to track progress, surface risk, and inform decisions throughout a program's life.
• A habit of pushing AI tools further in your work: automating repetitive tasks like status reporting or risk tracking, building custom workflows, or creating frameworks that help teams move faster.

Nice to Have:

• Hands-on post-acquisition or post-merger integration experience.
• Familiarity with marketplace or multi-brand platform architectures, and the platform-versus-brand trade-offs that come with them.
• A track record of contributing to how the TPM discipline works, not just executing within it - improving process, cadence, and craft as you go.
• Experience working across European and US teams in a globally distributed organization.

Compensation:

• In the greater Barcelona area the first-year salary range is €68,994 - €83,630. Additionally, Rover offers a long-term incentive plan with a company performance-based cash payout and benefits to full-time employees.
• The cash compensation offered for this role will be dependent on the candidate's experience, qualifications, skills, and abilities as demonstrated in the interview and hiring process.
