DescriptionCost Planning and Budget Management\n\n• Lead feasibility studies, cost planning, budgeting, and financial analysis for new and ongoing projects.\n\n• Develop and maintain project budgets, cost plans, and cash flow forecasts.\n\n• Monitor project expenditures and ensure costs remain within approved budgets.\n\n• Provide cost advice and recommendations to Management to support project decision-making.\n\nTendering and Procurement Management\n\n• Manage the pre-qualification, evaluation, and selection process of consultants, contractors, and suppliers.\n\n• Oversee the preparation, review, and issuance of tender documents.\n\n• Lead tender evaluations, negotiations, value engineering exercises, and recommendation reports for contract awards.\n\n• Review alternative proposals and assess their commercial and technical impacts.\n\nContract Administration\n\n• Lead the preparation, review, negotiation, and administration of consultancy and construction contracts.\n\n• Ensure compliance with contractual obligations and company policies.\n\n• Manage contract variations, claims, extensions of time, and dispute-related matters.\n\n• Review procurement and contractual documentation to ensure consistency and compliance.\n\nProject Cost Control and Financial Reporting\n\n• Review and certify contractors' progress claims, variation orders, and consultants' fee claims.\n\n• Coordinate with consultants and project teams to ensure timely cost reporting and financial control.\n\n• Prepare monthly project cost reports, financial forecasts, and management reports.\n\n• Monitor project cash flow and coordinate payment processes with the Finance Department.\n\nProject Coordination and Stakeholder Management\n\n• Attend project meetings, site inspections, and coordination meetings with consultants, contractors, and stakeholders.\n\n• Maintain effective communication and working relationships with internal and external parties.\n\n• Support Management with commercial recommendations and project-related decision-making.\n\nFinal Account Management\n\n• Review, negotiate, and finalize Statements of Final Accounts.\n\n• Ensure all commercial and contractual matters are properly closed upon project completion.\n\nRisk Management and Compliance\n\n• Identify, assess, and mitigate commercial, financial, and contractual risks.\n\n• Ensure compliance with applicable regulations, company policies, and industry standards.\n\n• Develop and implement best practices, procedures, and controls for quantity surveying and cost management functions.\n\nTeam Leadership\n\n• Lead, mentor, and develop the Quantity Surveying team.\n\n• Allocate resources and monitor team performance to ensure efficient project delivery.\n\n• Support employee development through coaching, training, and performance management.\n\nOther Duties\n\n• Perform any other duties and responsibilities assigned by Management\nJob Requirements• Bachelor's Degree in Quantity Surveying, Construction Management, Cost Management, Civil Engineering, or a related field.\n\n• Professional certifications in Quantity Surveying or Construction Management will be an advantage. \n\n• Minimum 8–10 years of relevant experience in Quantity Surveying, Cost Management, or Contract Administration.\n\n• At least 3–5 years of experience in a managerial or leadership role.\n\n• Experience in property development, construction, or large-scale building projects is preferred.\n\n• Strong leadership and site coordination skills\n\n• Problem-solving and decision-making ability\n\n• Excellent communication and reporting skills\n\n• Ability to work under pressure and meet deadlines\n\n• Attention to detail and quality-focused mindset\n\n• Proficiency in English for both speaking and
