Opportunity\nWe are seeking an experienced NEPA Transportation Project Manager to lead environmental planning and compliance efforts for transportation infrastructure projects.\nPosition Summary: This role combines project management, client leadership, and technical expertise to successfully advance roadway, bridge, transit, and multimodal projects through federal, state, and local environmental review processes.\nThe successful candidate will manage multidisciplinary teams, coordinate with transportation agencies and resource regulators, oversee project budgets and schedules, and serve as a trusted advisor to clients navigating the National Environmental Policy Act (NEPA) process.\nKey Responsibilities\nProject Leadership\nManage transportation projects through all phases of environmental review and project delivery.\nDevelop and oversee project scopes, schedules, budgets, and quality management programs.\nLead multidisciplinary teams of planners, environmental scientists, engineers, and technical specialists.\nMentor junior staff and provide technical guidance and professional development support.\nNEPA Compliance & Environmental Documentation\nPrepare, review, and manage environmental documentation, including: o Categorical Exclusions (CE) o Environmental Assessments (EA) o Environmental Impact Statements (EIS)\nEnsure compliance with NEPA and related federal and state environmental regulations.\nEvaluate project impacts to natural, cultural, and community resources.\nDevelop avoidance, minimization, and mitigation strategies for identified environmental impacts.\nAgency & Stakeholder Coordination\nServe as the primary point of contact for clients, transportation agencies, and regulatory partners.\nCoordinate with agencies such as FHWA, USACE, state DOTs, and environmental resource agencies.\nFacilitate agency meetings, stakeholder engagement activities, public workshops, and public hearings.\nBuild and maintain strong relationships with clients and regulatory partners.\nBusiness Development\nSupport proposal development and strategic pursuits.\nParticipate in client development activities and industry organizations.\nIdentify opportunities to expand environmental planning and transportation services.\nRepresent the firm as a technical leader in transportation environmental planning.\nMinimum Qualifications:\nHave a bachelor's degree in Environmental Science, Environmental Planning, Civil Engineering, Geography, or a related field.\n7 years relevant experience in NEPA compliance, environmental planning, or transportation project delivery.\nPE and/or AICP.\nBe proficient in ArcGIS and in task and/or project management.\nHave proven ability to successfully address challenging or potentially controversial issues in a sound professional and business-like manner.\nPossess strong oral and written communication skills and have the ability to effectively interact with and build strong relationships with clients, customers, contractors, team members, and other key stakeholders.\nDemonstrated experience preparing and reviewing CEs, EAs, and EISs.• Proven project management experience, including managing budgets, schedules, scopes, and multidisciplinary teams.• Strong understanding of federal and state environmental regulations and permitting processes.• Excellent written and verbal communication skills, including public involvement and stakeholder facilitation.• Proficiency with Microsoft Office and environmental documentation tools.\nPreferred Qualifications\nExperience supporting state DOT projects and federally funded transportation programs.\nWorking knowledge of: o Clean Water Act Sections 401 and 404 o Section 106 Cultural Resources Review o Section 4(f) Evaluation o Endangered Species Act Compliance\nExperience with GIS and ArcGIS applications.\nProfessional certifications related to environmental planning, project management, or
