This position will support the Naval Power estimating team for proposal efforts, as well as developing cost models and support.\nThe chosen candidate will be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, the estimating organization supports gate reviews, Government audits and negotiations with the customer. This role requires a high degree of independence, the ability to obtain program specific clearance(s) and perform work on-site at Raytheon facilities.\nThis position is for 35 hours/week.\nWhat You Will Do\nBe independently responsible for the development, analysis and completion of varying proposal types including the most significant proposals in terms of complexity and company importance.\nLead/contribute to the development of pricing strategies (this includes understanding customer care-about(s), potential future work, affordability initiatives, program financial objectives, risks, and opportunities)\nWork with other functions from across the company to understand and evaluate the labor, material and other direct costs associated with proposed contracts and the associated program\nUtilize company estimating and pricing programs and tools\nDevelop detailed Request for Estimates which are used to kick off proposals\nLead the development of Basis of Estimates to include tracking progress, validating and analyzing actuals, ensuring consistency across the program, and confirming the estimating approach is sound\nPrepare and present Gate 4 charts for program / company leadership review of proposal information\nEnsure full FAR compliance on all proposals; capable of providing compliance guidance on complex situations\nAssess, develop and implement solutions leading to a thorough proposal submittal \nInterface and coordinate with all levels of management within the program (this includes ensuring alignment on priorities, strategies, expectations, and status)\nPerform detailed and complex analysis of inputs to ensure soundness in our estimates\nAssist in training and supporting other estimators (FAR requirements, proposal process, etc.)· \nEffective planning and scheduling skills that lead to the completion of proposal efforts in accordance to customer and company requirements\nDevelop cost models\nTrain others in cost model functionality\nCreate tools for proposal analysis - including developing initial cost targets\nEvaluate and innovate existing estimating tools\nQualifications You Must Have\nTypically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years experience\nExperience with Microsoft Excel, PowerPoint and/or other related tools\nExperience with proposal development, cost models, price buildup, and/or estimating and pricing processes\nQualifications We Prefer\nExperience with federal proposal regulations such as but not limited to: FAR, DFAR, TINA\nKnowledge of ProPricer and the ability to learn and utilize alternative pricing software as necessary\nAdvanced knowledge of Federal Acquisition Regulations (FAR), Part 15, Cost Accounting Standards (CAS), and Raytheon Cost Estimating Manual.\nDemonstrated leadership skills or experience\nPossess strong analytical abilities\nDemonstrated ability to consistently meeting deadlines in a schedule driven environment\nThe ability to work well in teams, with peers and management\nProject management and collaboration skills with ability to lead project teams by influencing without direct authority\nStrong organization and analytical skills\nStrong excel and power query skills\nWhat We Offer\nOur values drive our actions, behaviors, and performance with a vision for a safer, more connected world. The salary range provided is a good faith estimate representative of all experience levels.
