This role oversees the proposal lifecycle from solicitation release through submission, partnering with Capture, Business Development, Operations, Pricing, Contracts, Recruiting, and executive leadership to deliver winning solutions.\nPosition Type: Full-Time\nSalary: $130k-$190k (depending upon experience)\nWork Location: Hybrid remote/in-office.\nEssential Functions:\nLead and manage federal proposal efforts from kickoff through submission.\nAnalyze solicitations and develop compliance matrices, outlines, schedules, and proposal plans.\nCoordinate proposal teams, subject matter experts, subcontractors, and reviewers.\nPartner with Capture and Business Development teams to implement win strategies, themes, and discriminators.\nFacilitate proposal kickoff meetings, status meetings, and color team reviews.\nManage Pink, Red, Gold, and final review cycles.\nEnsure proposal compliance, quality, consistency, and timely submission.\nWrite, edit, and improve technical, management, staffing, and past performance content.\nTrack proposal risks, action items, and deadlines.\nMaintain proposal libraries, reusable content, and lessons learned.\nMentor proposal staff and support process improvements.\nOther duties as assigned or required.\nRequirements\nRequired:\n8+ years of proposal development or proposal management experience supporting federal government contracts.\nExperience leading complex proposals from solicitation through submission.\nStrong knowledge of federal proposal processes and compliance requirements.\nExcellent writing, editing, organization, and project management skills.\nProficiency with Microsoft Office 365, including Word, Excel, PowerPoint, Teams, and SharePoint.\nAbility to manage multiple priorities and aggressive deadlines.\nAbility to travel up to 25%.\nDesired:\nExperience supporting DoD, Navy, NAVAIR, or other federal agencies\nExperience managing large, complex proposals and task order competitions.\nAPMP certification and/or Shipley training.\nExperience with IDIQ, GWAC, OTA, and multiple-award contract proposals.\nFamiliarity with FAR and DFARS requirements.\nExperience utilizing AI and proposal automation tools.\nEducation/Years of Experience:\nBachelor's degree in Business, Communications, English, Marketing, Engineering, or a related field; equivalent experience may be substituted, and 8+ years of relevant experience.\nSecurity Clearance:\nMust be eligible to obtain a Secret clearance.
