The Senior SIGINT Systems Engineer supports the development of overhead SIGINT architectures and integration of new capabilities, including requirements definition, CONOPS development, systems engineering and integration, and system of systems end-to-end verification, validation, and test to meet compelling national security needs. Provides expert advice and manages systems engineering processes and implementation for SIGINT-developed collection systems, including space vehicle and associated ground command and control elements.\nJob Description:\nManage and develop requirements from higher level Enterprise governing documents to the Segment level \nSupport transition of specification management activities into an appropriately scoped and purposed MBSE framework\nUnderstand MBSE model development in support of systems engineering objectives and program milestones\nIdentify and assess segment-level impacts of new capabilities, including across specification, internal and external interfaces, and facilitate integration into the current program baseline\nSupport development of SIGINT-level architectures and integration of new capabilities\nSupport customer in CONOP development \nCoordinate with other acquisition offices to ensure “end to end” acquisitions that reflect sound systems engineering practices\nSupport customer design review, providing technical insight to evaluate developer design\nManage external interface definition and coordination of changes with external stakeholders and developer\nReview acquisition documentation required for a competitive source selection to ensure compliance with system-level requirements\nSupport processes to track and report progress on enterprise level actions\nReview artifacts and briefings in support of critical oversight reviews to include NRO Acquisition Board (NAB), Acquisition Strategy Councils (ASC), Contract Review Panels (CRP), and Quarterly Program Reviews (QPR)\nProvide technical insight to evaluations of developer proposals\nReview complex technical design documentation and provide formal and informal feedback to the COTR and other customer personnel\nLiaise with mission analysis and technical requirements teams to ensure completeness across the acquisition\nDevelop and coordinate strategic, executive communications, and decision briefings in support of customer priorities, acquisitions, and missions\nSupport evaluation of developer proposals\nSupport customer design reviews, providing technical insight to evaluate developer design effectiveness and maturity\nSupport the customer Chief Architect and Chief of Outreach as required\nOther duties as assigned\n Required Education:\nBachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience\nRequired Qualifications:\nBachelor’s degree in STEM (science, technical, engineering, math) with at least 8 years of relevant experience\nUnderstanding of DOD/IC satellite systems and architectures\nUnderstanding of overhead SIGINT collection missions\nExperience in DOD/IC acquisition and program management processes\nExperience in system and/or enterprise level systems engineering (SE) across the life-cycle of complex space and ground acquisition processes\nAbility to work collaboratively with personnel from multiple functions and at all levels of the customer organization to deliver results;
